The provincial government of Kaiser I formed the Carinthian provincial government from March 28, 2013 to April 12, 2018. Due to the system of proportional representation, there were three representatives of the Social Democratic Party of Austria (SPÖ) and one representative each of the Freedom Party in Carinthia (FPK), the Austrian People's Party (ÖVP), the Carinthian Greens (GRÜNE) and the Stronach (TS) team. In terms of real politics, there was a coalition in the state government between the SPÖ, the ÖVP and the Greens, which was presented to the public on March 26, 2013.

history

After the state elections in 2009 , the state government of Dörfler II consisted of four representatives of the Freedom Party, two state councilors from the SPÖ and one state council from the ÖVP, giving the FPK an absolute majority in the state government. In the course of various corruption allegations or proceedings, such as the part-of-the-game affair , the Birnbacher case and other investigations against people from the FPK and BZÖ for funding party advertising from state funds, an early state election was held on March 3, 2013 instead, in which the FPK suffered a heavy defeat. The FPK lost three of its previous four government seats, in return the SPÖ was able to gain one of its previous two government seats. While the ÖVP held its seat of government, the Carinthian Greens and the Stronach team won a seat of government for the first time.

After the state elections, the Carinthian SPÖ leader Kaiser took up talks with the party leaders of the Carinthian parties on March 5, only wanting to rule out a coalition with the FPK. At the same time, Kaiser indicated a preference for a three-party coalition with the ÖVP and the Greens from the outset, as the three parties have a constituent majority in the state parliament. Already after the election, the Greens explicitly spoke out in favor of a three-party coalition with the SPÖ and ÖVP. Around a week after the election, Kaiser finally started negotiations with the ÖVP and the Greens to form a three-party coalition, initially conducting bilateral negotiations and then holding three-party talks. On March 26, 2013, the coalition's work program and the division of departments of the state government were finally presented to the public.

When it came to filling the government seats, Christian Ragger made the headlines in particular , as his election was considered uncertain for a long time due to internal party disputes and split-off tendencies. The previous governor Gerhard Dörfler , the previous state councilor Harald Dobernig and the state parliament member Hannes Anton did not want to give up their state parliament mandates at the request of the new, designated party leader Ragger, which means that Ragger only had three of the six future FPK state parliament members behind him. But since Ragger needed the support of at least four of the six MPs for his election to the regional council, it was initially uncertain whether the FPK could have occupied the seat of government to which it was entitled. Finally Dörfler, Dobernig and Anton signed the nomination for Ragger. Ultimately, Dobernig and Dörfler also renounced their state parliament mandates, with Dörfler moving to the Federal Council.

On June 23, 2016, Gernot Darmann was sworn in as the successor to Christian Ragger as member of the provincial government.

In June 2017, the Carinthian state parliament decided with the votes of the government coalition (SPÖ, ÖVP and Greens) as well as the Carinthia team to reform the state constitution and abolish proportional representation . Up until the state election in 2018 , all parties above a certain size were represented in the Carinthian state government according to the principle of proportional representation, since the 2018 election only those parties that agree on a coalition have been represented.
