State government Sima II

The provincial government Sima II formed the Carinthian provincial government in the 22nd legislative period from the election of the provincial government on March 20, 1970 to Sima's resignation on April 12, 1974 or until the election of the subsequent provincial government Leopold Wagner I on April 19, 1974.

After the state elections in 1970 , the Freedom Party of Austria (FPÖ) lost its seat in the state government to the Social Democratic Party of Austria (SPÖ), which provided five of the seven members of the new state government. In addition to the claim to the state governor, the SPÖ also sent the First Deputy Governor and three state councilors. The Austrian People's Party (ÖVP) was able to hold its government seats, which were allocated according to the proportional system, and provided a regional councilor in addition to the second deputy governor. The loss of the seat of government of the FPÖ was highly controversial, as both the SPÖ and the FPÖ claimed the seat of government due to a loophole in the constitution. However, due to its absolute majority in mandate, the SPÖ was able to award the seat of government to its own party by majority vote.

In terms of personnel, however, there have been several changes compared to the previous Sima I government . Hans Kerstnig (SPÖ) was the first deputy governor to leave. His office in the Sima II state government was taken over by the previous state councilor Erich Suchanek . In addition, Rudolf Gallob (SPÖ) and Leopold Wagner (SPÖ) took over as state councilors in the government. Several changes also occurred during the government's tenure. Walther Weißmann (ÖVP) resigned on December 15, 1972 as second deputy governor, whereupon the previous state councilor Herbert Bacher took over his role and Stefan Knafl succeeded as state councilor. In addition, Erich Suchanek resigned from his post as First Deputy Governor on October 5, 1973. Subsequently, the previous Provincial Councilor Leopold Wagner was promoted to First Deputy Governor and Erwin Frühbauer became the new Provincial Councilor.

In the election of the governor on March 20, 1970, which took place in a majority vote, the previous governor Hans Sima (SPÖ) was elected governor with 20 of 36 votes cast. In addition, when the governor was elected, twelve invalid votes resulted in three votes for MP Hellmut Geringer and one vote for MP Wilhelm Kaufmann (both FPÖ). The election of the provincial governor's deputies and provincial councilors, on the other hand, was based on proportional representation, whereby the candidates were considered to have been elected on the basis of sufficiently signed election proposals from their state parliament club.
