Schumy state government

The provincial government of Schumy forms the Carinthian provincial government in the 13th legislative period from the election of the provincial government on November 6, 1923 to the inauguration of the subsequent Lemisch II government on May 21, 1927.

After the Socialist Workers' Party of Austria (SDAP) lost its supremacy in the state elections in 1923 , it also lost its claim to the state governor. This could be provided by the unity list (EL), a party alliance made up of the Landbund , the Christian Social Party (CS) and the Greater German People's Party (GDVP), which had achieved an absolute majority in the state elections. As a result, five members of the government were on the unified list, with the federal government providing the governor, the Christian Social Party the first deputy governor and the federal government, the Christian Social and GDVP each having a regional councilor. The SDAP was able to provide the second deputy governor and two state councilors in the new state government.

In the election of the governor, which took place in a majority vote, the new governor Vinzenz Schumy (Landbund) was elected governor with 25 of 42 votes cast. In addition, 17 votes were invalid in the election of the governor. Sylvester Leer (CS) received 25 votes and August Neutzler (SDAP) 15 votes in the election of the governor's deputy, which took place in a single ballot based on proportional representation . Two MPs cast an invalid ballot in the election. Just like the election of the deputy governor, the election of the provincial councilors took place in one ballot. With 42 votes cast, Fritz Dörflinger (GDVP), Ferdinand Kernmaier (LB), Franz Reinprecht (CS) and Matthias Zeinitzer (SDAP) each received 40 votes, while Hans Lagger (SDAP) received 39 votes.

Although the situation in the state parliament was clearer than after the previous state parliament election in 1921 , government work became increasingly difficult. The Social Democrats made skilful use of their posts, meanwhile more and more conflicts broke out within the loosely connected unified list, whose unifying element before the election had been the opposition to the Social Democratic governor Florian Gröger . With the background of an increasing economic crisis, the disputes became acute from 1925. At the beginning of 1927, the Landbund officially dropped out of the unified list, the Greater German People's Party and the Christian Social Party continued their cooperation under the same name. The Social Democrats called for early elections in mid-May 1927 in order to be able to use the May celebrations for their election campaign. Ultimately, however, the parties agreed on April 24, 1927 as the election date in order to be able to hold the elections parallel to the already established National Council election.
