State government Haider I
The provincial government Haider I formed the Carinthian provincial government in the 26th legislative period under Governor Jörg Haider . The government succeeded the state government of Ambrozy and held office from the inauguration of the government on April 21, 1989 until Jörg Haider was voted out as governor on June 21, 1991 and until Christof Zernatto was elected as governor on June 25, 1991 and the inauguration of the State government Zernatto I .
The Social Democratic Party of Austria (SPÖ) lost its absolute majority in the state parliament in the state elections in 1989 , while the Freedom Party of Austria (FPÖ ) gained two seats from the SPÖ and one seat from the Austrian People's Party (ÖVP). The seats in the seven-member state government were subsequently allocated according to the proportional system, as before, with the SPÖ still holding an absolute majority with four members and the FPÖ now having two government members. The ÖVP had lost the right to its former second seat of government to the FPÖ and, according to the proportional representation system, could only have one member of the government.
Since a majority in the state parliament was necessary for the election to the state governor despite the proportional representation system, the SPÖ did not automatically have the right to the state governor regardless of its majority in the state government. Rather, the ÖVP and FPÖ concluded an agreement in which the ÖVP guaranteed the FPÖ its claim to the governor, while the FPÖ gave its second seat of government to the ÖVP. Subsequently, the SPÖ prevented the election of the governor only in the first election attempt by pulling out their state parliament members, at which two thirds of the state parliament members had to be present. The SPÖ subsequently distributed the presentations as it saw fit, and it was not until November 1990 that the presentations were redistributed in coordination with all three parties.
During the government's tenure, Josef Koschat (SPÖ) resigned as member of the state council on November 6, 1990. Karin Achatz followed him on the same day .
According to the statement by Governor Jörg Haider (FPÖ) about the “proper employment policy” during the Nazi era, the labor agreement between the ÖVP and the FPÖ broke and Haider was voted out of office on June 21, 1991 by a resolution of the state parliament. On June 25, 1991, Christof Zernatto was elected by the votes of MPs from the SPÖ and ÖVP, with the smallest Landtag party providing the governor. In addition, there were further changes in the government team on June 25th. Jörg Haider was elected 2nd Deputy Governor after being voted out of office, and Regional Councilor Johann Ramsbacher (ÖVP) left the government because the FPÖ had previously left an additional regional councilor to the ÖVP. Jörg Freunschlag (FPÖ) took over the vacancy .
