The provincial government of Lemisch I was the first government of the province of Carinthia after the end of the Austro-Hungarian monarchy . It acted under the leadership of the provincial administrator or (after a constitutional amendment) provincial governor Arthur Lemisch ( Carinthian farmers' union ). He succeeded the last governor of the monarchy, Leopold von Aichelburg-Labia , and remained in office until the state government was sworn in on July 22, 1921.

Emergence

On October 26, 1918, the representatives of the major political parties agreed to set up an executive committee and several subsidiary committees. Arthur Lemisch was elected chairman of the executive committee. The task of this committee was to prepare a constituent state assembly. This was not directly elected democratically, but was only intended as a temporary solution until regular elections were held. Its composition was derived from the results of the 1911 Reichsrat election . This so-called provisional state assembly met for the first time on November 11, 1918. A ten-member state committee for the administration of the state was elected from it, which in turn elected Arthur Lemisch as state administrator and as his two deputies Florian Gröger ( SDAP , replaced by August Neutzler after his election to the National Council in 1919 ) and Gustav Frank ( CSP ). The title provincial administrator was chosen because during the monarchy both a provincial governor and a provincial president had existed and the precise powers of the office in the young republic were only being worked out.

The provisional state assembly was to be legitimized by an election in June 1919, to this end on March 21, 1919 the law concerning the convocation of the constituent state parliament of Carinthia was passed. This should be reduced to 45 people and have the direct task of electing the state government (consisting of the governor, his two deputies and five state councilors). However, due to the emerging conflict with the Kingdom of Yugoslavia , which made territorial claims on Carinthia and occupied parts of the country militarily ( Carinthian defensive battle ), the election had to be postponed. The provisional state assembly and the Lemisch I government therefore continued to act until the state election in 1921 .

The following list shows the composition of the government when it was constituted in November 1918. The German Democratic Party (DDP) was an amalgamation of several German national parties with the Kärntner Bauernbund (KBB), which was formed on November 19, 1918 (only 8 days after the constitution of the state assembly). It broke up shortly before the 1921 election because the farmers' union opposed its full incorporation. In the case of members of the Bauernbund both party affiliations are listed.
