This list of members of the Provisional Carinthian State Assembly lists all Members of this first Carinthian Parliament after disintegration of the Austro-Hungarian Empire . It met for the first time in Klagenfurt on November 11, 1918 and acted (with changes) until the constituent session of the subsequent state parliament on July 5, 1921.

Historical background

On October 26, 1918, the representatives of the major political parties agreed to set up an executive committee and several subsidiary committees. Arthur Lemisch was elected chairman of the executive committee. The task of this committee was to prepare a constituent state assembly. This then met for the first time on November 11, 1918. A ten-member state committee was elected from the 58-person state assembly, which in turn elected the state administrator Arthur Lemisch and his two deputies Florian Gröger (after his election to the National Council in 1919 August Neutzler ) and Gustav Frank .

The provisional state assembly was not directly democratically legitimized, but intended as an interim solution until regular elections were held. Its composition was derived from the results of the 1911 Reichsrat election . On March 21, 1919, the law on the convening of the constitutional state parliament of Carinthia was passed. This was reduced to 45 people and now had the direct task of electing the state government (consisting of the governor, his two deputies and five state councilors). The new state parliament was to be legitimized by an election in June 1919. Due to the emerging conflict with the Kingdom of Yugoslavia , which made territorial claims on Carinthia and occupied parts of the country militarily ( Carinthian defensive battle ), the election had to be postponed. The provisional state assembly therefore continued to operate under the leadership of the Lemisch I state government until the state elections in 1921 .

Based on the election results of 1911, the 58-member provisional state assembly consisted of five members of the Pan-German Party ( Association of Pan-Germans in Carinthia ), 14 members of the Carinthian Farmers' Union (KBB), eleven members of the Christian Social Party (CSP), two members of the Völkisch -social association "German Unity" (a Villach regional party), six members of the German People's Party (also: Deutscher Volksverein für Kärnten ) and 18 members of the Social Democratic Workers' Party (SDAP). These civilian representatives were supplemented by a deputy elected by the officers' assembly and a representative elected by the team assembly of the Carinthian troops. Members of the Carinthian Slovene parties were not represented; they had already proclaimed a separate Slovenian National Council for Carinthia in September 1918 . On November 19, 1918, a little more than a week after the state assembly was constituted, the representatives of the farmers' union and the three German national parties came together under the name of the German Democratic Party (DDP). Thus, the number of parties in the state parliament was reduced to three.

The Bauernbund resigned from the German Democratic Party in the run-up to the state elections in 1921 and stood independently, which is why both party affiliations are listed among its members.

Committees

The ten-member state committee mentioned at the beginning consisted of the MPs Angerer, Gröger, Hönlinger, Schumy, Schatzmayr, Neutzler, Leer, Frank, Lemisch and Kirschner. In addition, the state assembly installed a control committee in which, in addition to the regular MPs Fritz Bartl and Martin Dimnig, three people were also represented who did not hold a mandate in the state assembly: Leopold von Aichelburg-Labia (governor 1909-1918) and Messrs. Grießmayr and Kleinmayr. Apart from that, there was a constitutional committee, a finance committee, a transport committee, a military committee and an economic committee, all of which were formed by regular MPs.
