The provincial government Haider II constitutes the Carinthian provincial government from its election on April 8, 1999 until the end of the legislative period on March 31, 2004.

The state government was elected after the state election in 1999 , in which the FPÖ emerged as the party with the largest number of seats. This made it possible for the former governor Jörg Haider (FPÖ) to be re-elected governor. After the ÖVP refrained from voting in the election for governor, they made it possible for Haider to be elected with 16 valid votes. His opponent, the SPÖ MP Herbert Schiller , won 12 votes. As a result, Mathias Reichhold became First Deputy Governor with 16 valid out of 35 votes cast, Herbert Schiller received 16 valid out of 35 votes cast in his election as Second Governor. In the election of the regional councils 36 votes were cast, of which Karl Pfeifenberger (FPÖ) received 16 valid votes, Adam Unterrieder (SPÖ) received 18 valid votes, Gabriele Schaunig-Kandut (SPÖ) 14 valid votes and Georg Wurmitzer (ÖVP) 11 valid votes.
