Peter Kaiser (born December 4, 1958 in Klagenfurt , Carinthia ) is an Austrian politician ( SPÖ ) and since March 28, 2013 incumbent Governor of Carinthia. In addition, he is the regional party chairman of the SPÖ in Carinthia and deputy party chairman of the SPÖ.

education

After graduating from high school, Kaiser worked as a contract employee for the Carinthian state government from 1978 to 1987, and he also studied sociology and education at the University of Klagenfurt . In 1988 he graduated with a master's degree and in 1993 he received a doctorate in philosophy.

Political career

His first political functions were 1981 chairman of the Carinthian Socialist Youth and 1986 to 1989 municipal council in Klagenfurt. Kaiser was a member of the state parliament from 1989 to 1994, 1997, and 2001 to July 2008, from November 2005 as club chairman of the SPÖ. In July 2008, Kaiser succeeded Wolfgang Schantl as health and sports advisor . In 2010 Reinhart Rohr resigned from the government and Peter Kaiser took over the functions of provincial chairman of the SPÖ Carinthia and second deputy governor. Beate Prettner took over Kaiser's place in the government as regional councilor .

On March 3, 2013, the SPÖ, with Kaiser as the top candidate in the state elections in Carinthia, became the party with the highest number of votes for the first time since 1994. As a result, he was elected governor by the Carinthian state parliament on March 28, 2013 with 30 of 36 votes, replacing his liberal predecessor Gerhard Dörfler in this position . As the first head of government in Carinthia, he also spoke a few words in Slovenian , the second national language, in his inaugural speech . On April 2, 2013, Kaiser was sworn in as Governor of Carinthia by Federal President Heinz Fischer .

In the state elections in Carinthia in 2018 , the SPÖ was again the strongest party with top candidate Peter Kaiser and + 10.8 percent. After exploratory talks with the FPÖ , ÖVP and Team Carinthia , the SPÖ conducted coalition negotiations with the ÖVP, which were successfully concluded after a few weeks. When the then ÖVP regional councilor and regional party chairman of the ÖVP Carinthia, Christian Benger , surprisingly resigned on April 4, 2018, Kaiser said that he "did not feel bound by anything that had previously been negotiated with the ÖVP". On the same day, the previous mayor of Kappel am Krappfeld , Martin Gruber, was nominated by the ÖVP state party executive as the executive chairman of the Carinthian People's Party. After a conversation by Peter Kaiser, Martin Gruber and Christian Benger on April 5, 2018, the SPÖ presented the ÖVP with an ultimatum with demands from the SPÖ to the ÖVP (including suspension of the unanimity rule in the state government). If these demands were not accepted by the ÖVP, one would negotiate with the other state parliament parties. The ÖVP accepted these demands, which the opposition (FPÖ and Team Carinthia) interpreted as "self-abandonment of the ÖVP and sole government of the SPÖ". On April 9, 2018 it was announced that in addition to Peter Kaiser, Beate Prettner and Gaby Schaunig , Daniel Fellner and Sara Schaar will also move into the new Carinthian regional government Kaiser II as SPÖ regional councilors . On April 12, 2018, the new provincial government (with Peter Kaiser as governor) was sworn in at the constitutive session of the Carinthian state parliament . On April 16, 2018, Peter Kaiser was officially sworn in as Governor of Carinthia by Federal President Alexander Van der Bellen .

Kaiser was married to Larissa Krainer , has a son and lives in a partnership. In addition to his political activities, Kaiser is involved in the Carinthian volleyball association and in youth hostels ( Hostelling International ).

His son Luca (* 1994) is a member of the SPÖ's parliamentary staff. In mid-October 2018 he was nominated as the top candidate of the SPÖ Carinthia for the upcoming EU election in 2019 . A few days later it became known that he had tweets like “Austria is a Nazion with a fucking interior minister. #kickl ”and described the ÖVP club chairman Reinhold Lopatka as the“ greatest scabies ”. Luca Kaiser was placed on the (hopeless) ninth place on the SPÖ-EU electoral list instead of the desired sixth place. Peter Kaiser expressed "great misunderstanding" that his son had been ranked backwards, four Carinthian members of the party executive voted against the EU list.
