State government and city senate Ludwig combines two constitutionally not identical Viennese institutions: the Vienna city senate and the Vienna state government of the 20th electoral term . The election took place on May 24, 2018 in the Vienna City Council. Michael Ludwig followed Michael Häupl as Vienna's mayor and governor after and was on May 29, 2018 President Alexander Van der Bellen as governor sworn in .

As part of an extraordinary state party convention of the SPÖ Vienna on January 27, 2018, Andreas Schieder and Michael Ludwig ran for the position as state party chairman of the Vienna SPÖ, Ludwig won the election with 57 percent of the delegate's votes.
On April 4, 2018, Sandra Frauenberger announced her resignation as city councilor on May 24, 2018. City Councilor for Culture Andreas Mailath-Pokorny announced on April 12, 2018 that he was leaving the Viennese city government. In addition, on April 24, 2018, Christian Oxonitsch announced his resignation as SPÖ club chairman.
The new SPÖ government team was presented on May 14, 2018: Peter Hanke succeeded Renate Brauner as City Councilor for Finance and Peter Hacker Sandra Frauenberger as City Councilor for Health and Welfare. As the successor to Andreas Mailath-Pokorny , Veronica Kaup-Hasler became City Councilor for Culture. Kathrin Gaál took over the housing agendas from Michael Ludwig . The SPÖ city councilors Jürgen Czernohorszky and Ulli Sima remained in their previous position .
On May 24, 2018, Michael Ludwig was elected mayor with 56 out of 99 valid votes. Veronica Kaup-Hasler received 63 votes, Peter Hanke received 59 votes, Peter Hacker received 54 votes and Kathrin Gaál received 56 votes.
Ernst Woller succeeded Harry Kopietz as President of the State Parliament on May 25, 2018 . City Councilor Peter Hanke was responsible for the Press and Information Service (PID) of the City of Vienna, Peter Hacker took over the sporting agenda and Kathrin Gaál took care of the women's department. Five days later, on May 29, 2018, Mayor Ludwig was sworn in by the Federal President as Governor of Vienna.
On September 2, 2018, Maria Vassilakou announced that she would hold her political office until mid-2019 at the latest. In February 2019 it was announced that Birgit Hebein would take over the office of Vice Mayor and City Councilor for Transport at the end of June 2019.
On March 28, 2019 Ulrike Nittmann (FPÖ) was elected non-executive city councilor. She succeeded Eduard Schock , who had been appointed to the board of directors of the National Bank.
