Jakob Reumann served as Mayor of the City of Vienna in 1919/1920 at the head of a city ​​council according to the municipal statute of 1900, in 1920 at the head of a city ​​senate according to the amended municipal statute and from 1920–1923 as mayor and governor at the head of the city ​​senate and state government according to the new one Federal Constitution and the Vienna City Constitution.

On June 1, 1920, a state law change to the municipal statute came into force, with which a city ​​senate and executive city councils were created, as they exist to this day (see: Vienna City Senate and Vienna State Government ). The number of vice mayors was now reduced from three to two.

Vienna becomes a federal state in 1920

On November 10, 1920, the Federal Constitutional Act came into force, which in its Articles 108-114 granted Vienna the status of an independent federal state in all matters that would not be defined as common in agreement with Lower Austria without Vienna. In these matters, the mayor also acts as governor, the city senate also acts as state government and the municipal council also acts as state parliament.

On this basis, on the same day, the municipal council , acting as the state parliament for the first time, passed the constitution of the federal capital Vienna, which also regulates the exercise of state competencies in detail. This city constitution came into force on November 18, 1920; it replaced the previous municipal statute, but took over the reforms introduced in spring 1920. Together with Lower Austria without Vienna, all that remained until the end of 1921 was the division of the previous state assets between the two newly configured federal states ( Separation Act of December 29, 1921).

From November 10, 1920, the twelve-person city senate under Mayor Reumann also served as the Viennese provincial government until 1923.
