Birgit Hebein (born January 13, 1967 in Villach , Carinthia ) is an Austrian politician ( Die Grünen ) and former social worker .

Since June 26, 2019, she has been Vienna's vice mayor and city ​​councilor for urban development, transport, climate protection, energy planning and citizen participation. She is party leader of the Wiener Grünen and their top candidate for the state and municipal council elections in Vienna 2020 .

Hebein was a member of the Rudolfsheim-Fünfhaus district council from 2005 to 2010 and a member of the Vienna State Parliament and a member of the Vienna City Council from 2010 to 2019 .

Hebein, who has lived in Vienna since 1986, is a qualified social worker and was employed in the train station social service of Caritas Vienna from 1990 to 1992 . She also worked in other NGO areas and was active in the conscientious objection group (group for total denial).

Politics and functions

Hebein was from 1996 to 1997 at the Austrian Students' Union, responsible for security policy. She was elected district councilor in the district representative elections in 2005 and took over the position of club chairwoman of the Green Rudolfsheim-Fünfhaus on January 1, 2007. Hebein ran for the state and municipal council elections in Vienna and was subsequently sworn in on November 25, 2010 as a member of the Vienna state parliament and a member of the Vienna municipal council. Since then she has been the social spokesperson for the Wiener Grünen . She is a member of the control committee and the council committee for housing, housing and urban renewal. Hebein is the secretary of the communist youth association " Free Austrian Youth - Movement for Socialism" (FÖJ-BfS).

When hundreds of refugees arrived at Vienna's Westbahnhof in early September 2015, Hebein organized and negotiated with the authorities and ÖBB. In 2018 she drew attention to herself through her commitment in the negotiations for the new Vienna minimum income and her clear criticism of the alcohol ban in public spaces. She argued that this alcohol ban only leads to displacement effects (which then also occurred), and suggested alternatively that moderate alcohol consumption should be allowed in care facilities for the homeless so that they do not have to rely on public space.

In the top election of the Vienna Greens on November 26, 2018, Hebein prevailed against David Ellensohn , Peter Kraus , Benjamin Kaan and Marihan Abensperg-Traun . She is thus party leader and top candidate of the Greens for the next state election in Vienna 2020 . Contrary to the fears of political experts (including that Hebein was a "declaration of war against the SPÖ"), she announced that she wanted to continue working in the red-green coalition until the regular 2020 election date. Since the incumbent Green Deputy Mayor and City Councilor, Maria Vassilakou , announced that she would retire from politics by the summer of 2019 at the latest, Hebein will also take over these offices after Vassilakou's resignation. Vassilakou assured Hebein of their support.
