State election in Salzburg 2018
The state elections in Salzburg in 2018 took place on April 22, 2018. As in 2013 , the Salzburg People's Party (ÖVP) emerged victorious from the election . Thanks to strong profits, the ÖVP was able to increase to 37.8% and significantly increase its lead over the Social Democratic Party of Austria (SPÖ), which fell to 20.0% of the vote. The Freedom Party of Austria (FPÖ) gained slightly and rose to 18.8%. The Greens Salzburg (GRÜNE) fell back to fourth place and halved to only 9.3%. The NEOS - Das Neue Österreich und Liberales Forum (NEOS) entered the state parliament for the first time with 7.3%, while the Free Party of Salzburg narrowly failed to enter. The Salzburg Citizens' Community (MAYR), the Communist Party of Austria (KPÖ) and the Christian Party of Austria (CPÖ) also failed to make it into the state parliament.

Starting position
In the state elections in Salzburg in 2013 , the SPÖ under Governor Gabi Burgstaller had lost massive votes as a result of the Salzburg speculation scandal with swap deals and slipped 23.8% behind the ÖVP to second place. Burgstaller then resigned from all of their offices. The ÖVP under Wilfried Haslauer also suffered heavy losses, but was clearly in first place with 29.0. As a result, Haslauer formed together with the Greens under Astrid Rössler , who more than doubled their votes to 20.2%, and the Stronach team under Hans Mayr (8.3%), the state government Haslauer junior. I . Mayr left the ÖVP in 2013 and became chairman of the Stronach Salzburg team. Mayr left the Stronach team in 2015 and founded the Salzburg community in 2016 . However, due to an affair over party donations from construction companies, Mayr had to resign as housing councilor in 2016. ÖVP and the Greens were able to continue to govern thanks to the support of the wild MP Otto Konrad . Furthermore, the FPÖ was represented in the Salzburg state parliament, which was able to post profits with 17.0% compared to 2009. However, state party leader Karl Schnell fell out with federal party leader Heinz-Christian Strache in 2015 and was expelled from the party. While Schnell was replaced by Andreas Schöppl as regional party leader, Schnell founded the Free Party of Salzburg .
Schedule
The announcement of the announcement of the election of the Salzburg state parliament took place on February 1, 2018 in the state law gazette. February 8th was set as the deadline. As a result, between March 12 and March 16, 2018, the electoral rolls were placed in publicly accessible offices, whereby the electoral rolls could be contested within the inspection period. The district election proposals had to be submitted by the parties to the state electoral authority by March 14th (1:00 p.m.) and published on March 26th. The parties had until April 17 (1:00 p.m.) to submit their national election proposals. After those eligible to vote were able to submit an application for a voting card to the municipality by April 19, the state elections were held on April 22, 2018. While the voting cards arrived in the district were counted on the evening of the election, the voting card votes were determined by the district electoral authority on April 25th from 2:00 p.m.
Suffrage
The state elections in 2018 were carried out in accordance with the "Salzburg state election regulations 1998". The right to vote in the 2018 state elections was held by all those who had reached the age of 16 on election day at the latest, were Austrian citizens and had their main residence in Salzburg. In addition, the people could not be excluded from the right to vote. An exclusion from the right to vote existed if a domestic court had excluded a citizen from the right to vote for the National Council. All Austrian citizens with their main residence in Salzburg were passively eligible to vote in the 2018 state elections, provided they were 18 on the day of the election and were not excluded from voting.
Ballot
Voting in the state elections took place either in the polling station of the district, in whose electoral register the person entitled to vote was entered, or by voting card. For the first time, the last polling stations closed at 4 p.m. The voting card could be applied for orally or in writing in the municipality in which the person entitled to vote was entered in the electoral roll. The application had to be received by the municipality no later than the third day before the election day. In contrast to the National Council elections or state elections in some other federal states, Salzburg citizens abroad were not entitled to vote. The issued voting card could then be used for postal voting or for voting within or outside of one's own voting district. For postal voting, however, the voting card had to be received by the responsible municipal electoral authority by the time the last polling station in the municipality was closed. In the case of postal voting, the sender also had to affirm with his signature on the voting card that he had filled out the ballot personally, unobserved and uninfluenced.
Campaigning parties (list name and short name)
Governor Dr. Wilfried Haslauer - Salzburg People's Party (ÖVP)
The Salzburg People's Party sent the incumbent Governor Wilfried Haslauer as the top candidate in the state election. Haslauer set himself the goal of winning at least every third vote for the People's Party and, after the election, getting along with only one partner in a coalition government. In February 2018, business and work, education and the future as well as quality of life and security were presented as central topics of the election program.
Social Democratic Party of Austria (SPÖ)
State party chairman Walter Steidl ran as the top candidate for the Salzburg Social Democrats . He did not formulate a specific election goal for his party, but set himself a goal of “gaining trust and votes” and gave further goals to maintain second place in front of the FPÖ and to return to the state government. In his election program " Support, security and a good life ", Steidl relied on "social support" and "security in all life situations".
The Greens - The Green Alternative - Astrid Rössler (GREEN)
After the successful election in 2013, the Greens of Salzburg again named Deputy Governor Astrid Rössler as the top candidate. In the 2013 election, thanks to Rössler's work to uncover the Salzburg financial scandal, the Greens were able to make strong profits, but now, after the Greens left the National Council in the National Council election in 2017 , they had to fear that they would return to the state parliament. The aim was therefore to achieve the highest possible result so that the state government could continue with the ÖVP. In their election program “Out of responsibility for Salzburg”, the Greens focused on maintaining the quality of life by promoting a sustainable economy, protecting the environment, nature and climate, investing in public transport and education as well as social security.
Freedom Party Salzburg (FPÖ)
In the FPÖ Salzburg, Marlene Svazek took over the role of regional party leader from Andreas Schöppl in 2016 . Svazek had already entered the race as Salzburg's top candidate in the 2017 National Council election and subsequently worked as a member of the National Council. Despite the split from the Free Party of Salzburg under Karl Schnell, Svazek set himself jumping the 20 percent mark and overtaking the SPÖ as a goal for the state elections. In addition, Svazek strove to join the Salzburg state government.
List Dr. Karl Schnell - Free Party Salzburg (FPS)
The Free Party of Salzburg , with party founder Karl Schnell, entered the election as the top candidate. The aim was to enter the state parliament.
Neos - the new Salzburg (NEOS)
Sepp Schellhorn, Member of the National Council, entered the race as the top candidate for NEOS . The goal of the state elections was for the party not previously represented in the state parliament to "secure entry" into the Salzburg state parliament and to achieve club status. Schellhorn also announced that he wanted to become a state councilor, but would otherwise remain in the national council. In their election program, NEOS counted on the 9½ points transparency, bureaucracy reduction, housing, public transport, supply, education, infrastructure and childcare. The motto "Nothing goes, nothing" represents the 9½ point.
Communist Party of Austria and Platform Plus - Open List (KPÖ)
The Communist Party of Austria ran in the state elections only in the state electoral districts of Salzburg City and Salzburg Area . In contrast to the 2013 election, where it only ran for election in the city of Salzburg, the party ran in two instead of one constituency. For the state elections themselves, the KPÖ did not expect any real chances; rather, running was seen as the prelude to the municipal council elections in the city of Salzburg in 2019, where the KPÖ had recently only lacked a few votes for a mandate. In its poster subjects, the KPÖ addressed the issues of public housing, transport and “the worrying shift to the right”.
List Hans Mayr - Sbg - the Salzburg Citizens' Community (MAYR)
Hans Mayr , former mayor of the community of Goldegg im Pongau and state councilor, founded the Salzburg community after leaving the Stronach team in 2016. He started with the aim of entering the Salzburg state parliament. Under the motto “Listen, understand, implement”, Mayr focused on the topics of transport, housing, folk culture & volunteering, family & education and business in the election campaign.
Christian Party of Austria (CPÖ)
The Christian Party of Austria only submitted a constituency proposal for the Flachgau constituency. The only candidate here was the IT and communication technician Norbert Josef Huber from Neumarkt.

consequences
Election winner Wilfried Haslauer from the ÖVP began exploratory talks with all parties represented in the state parliament after the state elections. Possible coalitions were an ÖVP / SPÖ government, an ÖVP / FPÖ government or a three-party coalition made up of the ÖVP, the Greens and the NEOS. On May 2nd, the Presidium of the Salzburg People's Party finally voted to negotiate with the Greens and NEOS about the formation of a government coalition. Haslauer justified this step with the "forging of a political alliance of the center". Federal Chancellor Sebastian Kurz , however, was in favor of a coalition with the FPÖ. After the election, Astrid Rössler resigned from all positions after the Greens had suffered severe losses. Due to the losses, the Greens also lost a Federal Council mandate and the right to inquire in the Federal Council. However, Rössler was asked by the party to continue to exercise their function until the next state assembly in June 2018 and to participate in the coalition negotiations with ÖVP and NEOS. After the election, Karl Schnell also announced his withdrawal from the FPS for September 2018. After the 2019 municipal council elections, he will retire entirely from politics and until then, he will exercise his office as Vice Mayor of Saalbach-Hinterglemm .
