history

monarchy

Electoral districts for the  newly elected state parliaments were set up in the Austrian Empire for the Crown Land Duchy of Salzburg with the October diploma in  1860, when Salzburg received a new state statute, and were re-ordained for all crown lands with the February patent 1861. The Landtag in the Duchy of Salzburg had a total of 26 (originally 20) seats ( MPs ), including 10 representatives of the cities and markets (constituency II, originally 5) and 8 of the rural communities (constituency III, originally 9). The following were planned for the city:

  • Electoral district Salzburg (city) , constituency II: 3 MPs (originally 2)

Originally, the Salzburg Cathedral Chapter and the Archbishopric of St. Peter were intended to have a virile vote, which was rejected in 1861.

republic

Originally there was only one constituency in state elections in the state of Salzburg of the Republic of Austria . After the 1977 regional election in Burgenland had been challenged at the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. The state of Salzburg carried out the necessary adaptation with the state election regulations adopted on September 27, 1978, which divided the state of Salzburg into six constituencies. The city of Salzburg formed its own constituency.

The Salzburg electoral district was dominated by the ÖVP until 1994. In 1984 the ÖVP achieved 44.8%, after which the result of the People's Party decreased noticeably due to the rise of the FPÖ. While the ÖVP had four basic mandates each in 1984 and 1989, it only got two basic mandates afterwards. After the ÖVP had slipped to second place behind the SPÖ in 1999, the party was able to stabilize or slightly expand its election result. In 2013, however, the ÖVP slipped into third place and achieved its worst election result to date with 22.5%.

Until 1994, the SPÖ was in second place behind the ÖVP. In 1999 she succeeded in overtaking the ÖVP for the first time, achieving her best election result in 2004 with 48.6% and four basic mandates. In the 2009 and 2013 elections, however, the SPÖ suffered heavy losses, which meant that it fell back to second place behind the Greens. In the city of Salzburg, the Greens had generally achieved between 8 and 13% in state elections, whereby in 2004 and 2009 they took third place before the FPÖ. After massive wins and a result of 26.3, however, the Greens were able to advance to first place in 2013, having risen to the highest-voting party after Innsbruck for the second time in a state election in a state capital. The FPÖ had its best results in the 1990s, but has never been able to position itself better as the third largest party. In 1994 she achieved her best result with 22.0%. Since 2004, however, it has only been the fourth strongest party in Salzburg.
