The constituency of St. Johann im Pongau (constituency 4) is an electoral district in Salzburg that includes the political district of St. Johann (Pongau) . In the 2013 election to the Salzburg State Parliament , 57,773 people were eligible to vote in the constituency of St. Johann im Pongau, with the Austrian People's Party (ÖVP) emerging as the strongest party with 31.1%. In addition to the ÖVP, which achieved one of the five possible basic mandates in the constituency, the Social Democratic Party of Austria (SPÖ) also achieved a basic mandate.

Electoral districts for the  newly elected state parliaments were set up in the Austrian Empire for the Crown Land Duchy of Salzburg with the October diploma in  1860, when Salzburg received a new state statute, and were re-ordained for all crown lands with the February patent 1861. The Landtag in the Duchy of Salzburg had a total of 26 (originally 20) seats ( MPs ), including 10 representatives of the cities and markets (constituency II, originally 5) and 8 of the rural communities (constituency III, originally 9). The following were planned for the Pongau:

  • Constituency (city) of Radstadt , constituency II: Radstadt - 1 member
  • Electoral district of St. John , Dial Group II: St. Johann , throwing , Hofgastein , St. Veit , Wagrain - one deputy (not originally planned)
  • St. Johann electoral district (until 1867: Werfen electoral district ), constituency III: political districts Werfen , St. Johann , Gastein , Wagrain - 2 members (originally Werfen / Radstadt and St. Johann / Gastein each one electoral district)

Originally there was only one constituency in state elections in the state of Salzburg of the Republic of Austria . After the 1977 regional election in Burgenland had been challenged at the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. The state of Salzburg carried out the necessary adaptation with the state election regulations adopted on September 27, 1978, which divided the state of Salzburg into six constituencies. The St. Johann im Pongau district formed its own constituency.

The state constituency of St. Johann im Pongau was dominated by the Austrian People's Party (ÖVP) until 1999 . In 1984 the ÖVP still achieved 50.3%, after which the result of the People's Party was reduced to 41 to 42% through the rise of the FPÖ until the 1990s. With the heavy losses of the FPÖ and the triumph of Gabi Burgstaller, the ÖVP lost its top position in 2004 to the SPÖ. In 2009 the ÖVP only came second. Despite the fact that the ÖVP achieved its worst result to date of 31.1% in 2013, it was able to take first place again in 2013 due to the heavy SPÖ losses. The ÖVP received a basic mandate for every election in the constituency, and in 1999 it even achieved two basic mandates.

The Social Democratic Party of Austria (SPÖ) was the second strongest party in the constituency between 1979 and 1999, although it lost almost successively to 33.2% after reaching 44.3% in 1979. With the appearance of Gabi Burgstaller, the SPÖ was able to overtake the ÖVP in 2004 and achieve its best result to date with 45.3%. In 2009 the SPÖ was able to maintain its top position despite losses, but in 2013 it fell to 27.3% and thus not only marked its worst result, but also slipped back behind the ÖVP to second place. The SPÖ thus also lost its second basic mandate, which it held between 2004 and 2009.

The Freedom Party of Austria  (FPÖ) has so far been the third strongest party in the St. Johann im Pongau district in every election, and in 2013 it achieved its best result to date with 19.0%. Until 2009, the Greens Salzburg did not reach more than 6% in any election. Thanks to massive wins in the state elections, the Greens were able to achieve their best result with 14.2% in 2013, but still only finished fourth behind the FPÖ.
