Overview of the 1st electoral term 1861–1866

The Salzburg Landtag had already been established with the October diploma in  1860, when the Crown Land Salzburg received a new state statute, and was  re-ordained for all Crown Lands with the February patent in 1861. The number of seats ( MPs ) was increased from 20 to 26. The virile votes of the abbots of St. Peter and Michaelbeuern and the cathedral chapter were abolished. The electoral code of 1860 was irrelevant, as the state parliament only met for the opening session after February 1861: After Austria's military defeats in Italy in 1859 ( Sardinian War , Solferino ), the crown land of Salzburg was again briefly the Lieutenancy in Austria above the Enns in 1860 for reasons of savings had been subordinated, the formal re-establishment of independent state authorities took place March 29, 1861 by imperial handwriting, the legal ordinance 8./15. May 1861.

The opening session of the Salzburg State Parliament took place on April 6, 1861. The Landtag consisted of 5 representatives of the large estates , 2 representatives of the Chamber of Commerce , 10 representatives of the cities and markets and 8 representatives of the rural communities , plus the virile vote of the Archbishop of Salzburg . The last session took place on December 15, 1866, the following Diet held its first session on February 18, 1867.

The chairman of the Landtag (and also the provincial committee ) was governor and kk  provincial court president Josef Ritter von Weiß (in office March 31, 1861 - September 20, 1872), his deputy the mayor of Salzburg , Heinrich Ritter von Mertens . The superior head of the country ( governor , here called country president ) was initially interim Ernst Graf Gourcy-Droitaumont (term of office: April 30, 1860 - July 11, 1861), then Franz Freiherr von Spiegelfeld (until April 1863), Eduard Graf Taaffe (until January 1867) , Count Karl Coronini-Cronberg (January 8, 1867 to September 22, 1869) and finally, after the last meeting, Count Karl Coronini-Cronberg (in office January 8, 1867 - September 22, 1869); The sovereign was Emperor Franz Joseph I.
