The electoral district of Salzburg-Umgebung (Electoral District 3) is a constituency in Salzburg that includes the political district of Salzburg-Umgebung (Flachgau) . In the 2013 election to the Salzburg State Parliament , 110,081 people were eligible to vote in the Salzburg-Umgebung constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 30.8%. In addition to the ÖVP, which achieved three of the ten possible basic mandates in the constituency, the Greens - Die Grüne Alternative received two basic mandates, the Social Democratic Party of Austria (SPÖ) and the Freedom Party of Austria (FPÖ) each received one basic mandate.

Electoral districts for the newly elected state parliaments were set up in the Austrian Empire for the Crown Land Duchy of Salzburg with the October diploma in 1860, when Salzburg received a new state statute, and were re-ordained for all crown lands with the February patent 1861. The Landtag in the Duchy of Salzburg had a total of 26 (originally 20) seats ( MPs ), including 10 representatives of the cities and markets (constituency II, originally 5) and 8 of the rural communities (constituency III, originally 9).

- Electoral district Salzburg (surroundings) , constituency III: political districts Salzburg (surroundings) , Neumarkt , Hallein , Oberndorf , Mattsee , Thalgau , Golling , Abtenau , St. Gilgen - 3 MPs (the electoral district thus included Flachgau and Tennengau , originally Salzburg (surroundings) , Hallein / Golling / Abtenau, Oberndorf / Mattsee and Neumarkt / Thalgau / St. Gilgen one electoral district each)
The Mattsee Collegiate Foundation was originally intended to have a virile vote, which was rejected in 1861.

Originally there was only one constituency in state elections in the state of Salzburg of the Republic of Austria . After the 1977 state election in Burgenland had been challenged by the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. The state of Salzburg carried out the necessary adaptation with the state election regulations adopted on September 27, 1978, which divided the state of Salzburg into six constituencies. The Salzburg-Umgebung district formed its own constituency.
The Salzburg electoral district has been dominated by the ÖVP since its creation. After the ÖVP had achieved an absolute majority of 56.6% in the 1984 election, its share of the vote gradually declined. The number of basic mandates also decreased from four to three mandates despite the increasing total. Most recently, the ÖVP only came to 30.8% in 2013. Second place in the constituency was almost always taken by the SPÖ. This initially came to 21 to 28%, before it achieved its best result in 2004 with 40.1% and was only just behind the ÖVP. Due to their successive losses that followed, the SPÖ only reached third place in 2013. In the state elections in the constituency, the FPÖ mostly came in third place, reaching its highest level in 1999 with around 20%. In 2004 and 2013, however, the FPÖ was only the fourth strongest force in the constituency. The Greens, who were initially only able to achieve between 6 and 9% in the constituency, surprisingly moved up to second place in 2013 with 22.7% and achieved two basic mandates after they had never achieved a basic mandate before. The Stronach team, which achieved 8.9% in 2013, missed a basic mandate.
