The Hallein constituency (constituency 1) is an electoral district in Salzburg that includes the political district of Hallein (Tennengau) . In the 2013 election to the Salzburg State Parliament , 42,469 people were eligible to vote in the Hallein constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 31.2%. Besides the ÖVP, which won one of the four possible basic mandates in the constituency, none of the other parties achieved a basic mandate.

Electoral districts for the  newly elected state parliaments were set up in the Austrian Empire for the Crown Lands Duchy of Salzburg with the October diploma in  1860, when Salzburg received a new state statute, and were re-ordained for all crown lands with the February patent 1861. The state parliament in the Duchy of Salzburg had a total of 26 (originally 20) seats ( MPs ), including 10 representatives from the cities and markets (electoral group II, originally 5) and 8 from the rural communities (electoral group III, originally 9). The following were planned for the Tennengau:

  • Constituency (city) Hallein , constituency II: Hallein - 1 member of parliament
  • Constituency Golling , Dial Group II: Golling , Abtenau , Kuchl - one deputy (not originally planned)

The electoral group III with the political districts Hallein , Golling , Abtenau (originally an electoral district) belonged to the electoral district of Salzburg (surroundings) , with a total of 3 representatives.

Originally there was only one constituency in state elections in the state of Salzburg of the Republic of Austria . After the 1977 regional election in Burgenland had been challenged at the Constitutional Court, the Constitutional Court recognized that the use of “constituencies” in Article 26 of the Federal Constitutional Act, i.e. in the plural, must be interpreted as meaning that there must be at least two constituencies per federal state. As a result, the affected federal states of Carinthia, Salzburg and Burgenland changed their state election regulations. The state of Salzburg carried out the necessary adaptation with the state election regulations adopted on September 27, 1978, which divided the state of Salzburg into six constituencies. The Hallein district formed its own constituency.

The state constituency of Hallein was dominated by the Austrian People's Party (ÖVP) until 1999 . In 1984 the ÖVP still achieved 49.3%, afterwards the result of the People's Party decreased noticeably due to the rise of the FPÖ, so that the ÖVP only reached 40.4% in 1999. With the heavy losses of the FPÖ and the triumph of Gabi Burgstaller, the ÖVP lost its top position in 2004 to the SPÖ. In 2009 the ÖVP only came second. Despite the fact that the ÖVP has lost votes in every election since 1984 and achieved its worst result in the 2013 state election with 31.2%, it was able to take first place again in 2013 due to the heavy SPÖ losses. The ÖVP came up with a basic mandate for every election in the constituency.

The Social Democratic Party of Austria (SPÖ) was the second strongest party in the constituency between 1984 and 1999, achieving between 28.3 and 39.6%. With the appearance of Gabi Burgstaller, the SPÖ was able to overtake the ÖVP in 2004 and achieve its best result to date with 47.2%. In 2009 the SPÖ was able to maintain its top position despite losses, but in 2013 it fell to 24.2%, not only marking its worst result, but also second place again. With this, the SPÖ also lost the basic mandate it had previously achieved in every election.

The Freedom Party of Austria (FPÖ) was the third strongest party in the Hallein district between 1984 and 1999, and in 1994 it achieved its best result to date with 18.4%. After the heavy losses in the 2004 election, the FPÖ was able to increase again to 15.2% by 2013, but slipped behind the Greens in the 2004 and 2013 elections. Up until 2009, the Greens Salzburg did not reach more than 8% in any election and in 2004 could only achieve third place because of the FPÖ's defeat. Thanks to massive wins in the state elections, the Greens achieved their best result with 21.7% in 2013 and again took third place in the constituency. The Greens, like the FPÖ, have so far failed to achieve a basic mandate in every election.
