A newly wedded couple gets on a white wedding carriage to drive them through the new city center of Berlin to an old Berlin apartment building. These marriages are difficult to cope with in terms of housing policy, even though in 1973 around 20 new apartments were handed over ready for occupancy in the city every day. In addition to the newlyweds, there are many other people waiting for an apartment. With this introduction, the film takes us to the Köpenicker Amtsfeld , a new development area in which new ten-storey residential buildings are being built on a former allotment garden .

Some of these houses have already been occupied, and the kindergarten and school are already in operation. The camera observes the workers as they assemble the prefabricated houses , but also how they spend their breaks. Now a special event is just around the corner, because Erich Honecker is visiting the construction site. He is greeted by Wolfgang Bolleck, production manager of the Berlin Housing Combination for the Amtsfeld, who later remembers that a cordial contact was established with the first handshake. He goes on to report, while film recordings of the visit are shown, that Erich Honecker viewed the completed buildings with expert knowledge and did not spare praise, which meant a high distinction for him. Also, the party secretary of the SED Benno Radke still thinks of the highlight of the visit, the common breakfast break in the dining room, where also other colleagues to the situation at the site expressed.

When everything is ready, around 10,000 people will live in the district. That's a lot, but still not enough. In order to proudly show the progress made in building the GDR's capital , the film ends with a large-scale camera in the center of the city, around Alexanderplatz and the Berlin TV tower .
