List of mayors of Plau am See

Plau am See coat of arms1.svg

The following lists name the mayors of the city of Plau from the 13th century until today. The information on the early mayors is essentially based on the data that were collected in the middle of the 19th century by Senator Johann Schultetus (1786–1869). The list is expanded by research by the former city archivist Heidemarie Ruchhöft and her son Bernd Ruchhöft.

history

Since its foundation in the 1220s, a body of councilors (magistrate) has represented the fortunes of the city. In the period from around the end of the 14th century until the new city regulations were passed in 1791, there were two mayors elected from among the ranks of the councilors, who took turns in office (1st mayor / 2nd mayor). Therefore, the terms of office partially overlap in the following. Initially, the information is based on individual mentions, from 1717 the terms of office are largely documented. In addition to the mayors, up to eight council members , also called quarter men (after the districts, first named in 1574), and later two councilmen and a city secretary formed the magistrate.

For example, in a list dated December 6, 1609, quarter men are named:

  • "Newen Stadtsche Viernteil": Jacob Reineke and Enoch Kussow (44 1/2 houses and 3 stalls)
  • "Eldentorsche Viersteil": Claus Kostall and Pawel Dobbertin (44 houses and 2 stalls)
  • "Steindorsche Viernteil": Hans Malchow and Hans Plagemann (44 houses and 26 stalls)
  • "Borchstrasse Four Part": Jurgen Hinzpeter and Claus Reddelin (44 1/2 houses and 12 stalls)

At that time, the city had 177 "real" houses and 43 stalls within the city walls . Assuming that an average of about 8 people lived in a house, the population can be estimated at about 1500 to 1700 people.

A citizens' committee did not exist until later. So on February 12, 1725, in addition to the quarter men from each city quarter, a further 6 citizens, a total of 24, were elected. This number was reduced to 12 by 1764, then to 8.

The right to self-government was in effect until 1756, when the mayors, as they usually also held the office of city judge, had to prove a legal exam. Your appointment and, if applicable, also dismissal, took place after the ducal confirmation by the state government. For this reason, with a few exceptions, they no longer came from the ranks of their own citizenship.

On February 14, 1833, Grand Duke Friedrich Franz I confirmed the "Regulations for the City of Plau", which remained in force until September 30, 1919. This wrote in addition to numerous other regulations: "At the head of the city administration is the magistrate, which must be composed of a mayor, two ordinary councilors and a secretary." The mayor and city secretary were appointed by the sovereign, the councilors by one elected for six years Citizens' Committee elected from 12 representatives of the citizenship. There had to be three candidates for each councilor. Of the twelve members of the citizens' committee, five were farmers, the other seven were merchants and artisans. They chose a spokesman ( citizen spokesman ) from among themselves . Since 1765 at the latest, the particularly responsible position of a combing calculator was part of the city administration. He had to leave a deposit of 1,000 thalers when he took office.

From 1919 to 1945 the mayor, two city councilors and 15 city representatives formed what is now known as the “City Council”. In 1946 there were 19 city representatives (10 CDU and 9 SED).

Magistrate in the 13th and 14th centuries

From the time the city was founded up to the 14th century, only members of the magistrate are known by name to have signed documents.
