Sep 9 1964 According to a resolution of the Organization of American States , the Consejo Nacional de Gobierno , chaired by Luis Giannattasio, decided with six votes and three abstentions to break off diplomatic relations with the government of Cuba and to limit maritime trade to food and medical goods.
