The term Cologne Declaration , sometimes also called Cologne Appeal , is used in many declarations published in the congress city of Cologne , the "declarations" are therefore listed according to the year of issue.

1985: Cologne appeal from European cities and municipalities

Representatives of 47 cities and corporations from 9 European countries signed on September 19, 1985 at the First European Conference on Cities and Development an appeal from charity to justice , which after the North-South Report of 1980 for the first time called for development policy measures in partnership to be seen as a communal task and to shape it more effectively through regionalization. As a result of this call, some town twinning with cities in the third world emerged: for example Cologne with Corinto (Nicaragua) and Hürth with Kabarnet in Kenya (both 1988). As a result, the Mainz Declaration was drawn up three years later, which prompted the founding of many local Nazi forums .

1989: "Against incapacitation - for open catholicity"

The memorandum “Against incapacitation - for open catholicity”, briefly referred to as the Cologne Declaration, was published in 1989. The declaration criticizes the authoritarian style of John Paul II as well as his behavior with regard to the granting of the Church's teaching license ( Missio canonica ). It was worn by over 700 theologians worldwide.

2009: "Cologne Declaration on the University's Self-Image"

On November 26th, 2009, the teachers of the University of Cologne declared their solidarity with the students as part of the so-called education strike. In this context, they developed a catalog of demands that should put this education strike at the center of the public opinion-forming process. The demands range from the redemocratization of the universities and the end of the epistemological purges at the university to the abolition of tuition fees as well as the bachelor and master courses and their immediate unbureaucratic return to the old diploma and master’s courses to actual academic freedom and the end the dequalification and precariousness of teachers. The Cologne Declaration 2009 thus represents an invitation to the rectorate and dean's offices to face the educational debate and thus protect the interests of students and university employees. It was published on November 30, 2009 on the website of the Cologne Education Strike and released for signature. In the first three days after its publication, it was signed by more than 400 people. By March 2010, more than 1,350 had supported the Cologne Declaration.

2014: Cologne Declaration on Urban Development Training - "The City First!"

According to the authors of the declaration, one reason for the lack of urban spatial and atmospheric quality in today's planning lies in training: urban planning is no longer taught in a comprehensive way that is geared towards the quality of the resulting built urban spaces. Instead, the various sub-disciplines such as architecture, urban and spatial planning or traffic engineering are committed to their own logic and do not pay sufficient attention to the overall result of the built city.

In order to record, analyze and tackle this problem of urban development training, high-ranking representatives of the disciplines came to Cologne on November 15, 2013 and March 14, 2014 on the initiative of Peter Zlonicky and Christoph Mäckler, who heads the German Institute for Urban Design Architecture, urban and spatial planning as well as building history from the areas of university teaching and urban planning offices together.

The analysis was dramatic: the training courses did not produce staff with urban planning skills, as cities would actually need. In order to set a process of training reform in motion, they jointly drafted the Cologne Declaration on Urban Development Training.

2016 "Cologne Embassy"

After the attacks on New Year's Eve in 2016 around the cathedral / main station, a number of Cologne celebrities from church, media, sport and culture, literature and science called on January 21 in the Kölner Stadt-Anzeiger : No tolerance of sexual violence, fight against Gang-like crime, consequences of the failure of the authorities and an end to xenophobic agitation .
