Louisa was founded in 1742. The name of the city, like that of the county, was chosen in honor of Princess Louise of Great Britain . After the founding of the Louisa Railroad in 1836, which was called Chesapeake and Ohio Railroad from 1868 and finally Chesapeake and Ohio Railway from 1878 , the city initially served mainly as a transshipment point for various goods.

In 1978 the first unit of the North Anna nuclear power plant, about 18 kilometers away, was put into operation. A second block followed in 1980. On August 23, 2011, an earthquake occurred in Virginia , the epicenter of which was only seven miles from Louisa and which had a magnitude of 5.8 on the moment magnitude scale . There was considerable damage to buildings in Louisa, but no serious personal injury. The quake led to the failure of the external grid feeds in the North Anna nuclear power plant and the two units were cooled down with the help of emergency diesel generators. The nuclear power plant went back online in December 2011 and is an important employer for the city.
