Ludwig Joseph Gerstner

Ludwig Joseph Gerstner (born October 10, 1830 in Abenberg Castle in Middle Franconia , † March 20, 1883 in Würzburg ) was a professor of state economics and a politician .

Gerstner studied in Erlangen from 1849 and received his doctorate in Tübingen as a doctor of political science. In 1857 he completed his habilitation again in Erlangen. From 1862 he was Professor of State Economics in Würzburg . Gerstner tried to develop an organic-Christian general doctrine of the state in his basic doctrine of state administration . He saw the state as “unity and totality” and “an organic being willed by God, who appears on a certain territory in a majority of people according to the laws of nature and freedom in constant power and personality and who physically has the material and spiritual-moral improvement of his relatives under the guidance of a supreme government will according to certain norms ”. Despite the similarity of such considerations to the doctrines of natural law from the 18th century, he was at the height of his time if, like Robert von Mohl , he assumed the separation of state and society and an interaction between the constitution and the administration . His attempt to develop a state administration theory as the epitome of all "administrative doctrines of the material area" was in turn influenced by Lorenz von Stein's administration theory.

From 1869 he was a member of the state parliament and from 1871 to 1874 a member of the Reichstag for the constituency of Lower Franconia 6 (Würzburg) as a member of the Progress Party .
