Edwin Dun , an American " foreign contractor ", began building a model farm in 1876 on what would later become the park area , with which he established modern methods of dairy farming and cattle breeding on Hokkaidō. For this purpose he had the original forest cleared. After the farm was closed, there was a golf course here for several decades . This was closed in 1965 and the area was redesigned into a city park over the next ten years, financed by the prefecture administration.

The Makomanai Indoor Stadium and the Makomanai Stadium were built in the center and in the northeast corner of the park. Both sports facilities were opened in 1971 and hosted various competitions for the 1972 Winter Olympics (speed skating, ice hockey and figure skating). The Olympic Village was east of the park and the press center south of it. There are still 31 trees that are older than the farm. Most of the 11,000 or so trees that stand here today are younger. Many species of birds can be seen in the park, including blue tails , great tits , kingfishers , Japanese cassins , mandarin ducks , black kites , stilts and pipiters , mallards and scourers .

The Makomanai Park has an extensive network of walking trails, and cross- country skiing trails are groomed in winter . The Sapporo Salmon Museum has been located in the northwest corner of the park since 1984 and provides information about salmon fishing in the area. After the salmon disappeared after the Second World War due to urbanization, they were successfully released again in 1979.
