Marcus Optendrenk (born July 21, 1969 in Lobberich , today Nettetal ) is a German CDU politician.

In the early state elections on May 13, 2012 , he became a member of the 16th state parliament of North Rhine-Westphalia in the Viersen II state electoral district (in the Viersen district ) . He took over the constituency of Christian Weisbrich (* 1942). In the 2017 state election , Optendrenk was re-elected with 45.76% of the first votes. Since the end of June 2017, he has been deputy chairman of the CDU parliamentary group in the state parliament and is a member of the parliamentary committee.

Life

After high school and basic military service, Marcus Optendrenk studied law and history in Trier and Maastricht from 1989 to 1994 . In 1999 he passed the second state examination in law. In 2006 he was awarded a doctorate in the 13th century with a thesis on the constitution and the structure of the city of Maastricht. phil. PhD. Marcus Optendrenk is married and has one son.

As a speaker for the CDU parliamentary group, he initially dealt with the topics of transport, urban development and housing, then with the budget and financial policy of the country. From 2005 to 2010 ( Rüttgers cabinet , black-yellow coalition) he was the office manager of Finance Minister Helmut Linssen . After moving into the North Rhine-Westphalian state parliament, he became spokesman for the CDU parliamentary group for budget and finance. After the state elections in May 2017, he handed this task over to MP Arne Moritz (Solingen) in order to chair the main committee of the state parliament.

The main committee of the North Rhine-Westphalian state parliament is responsible for federal and Federal Council matters, questions of the state constitution, as well as state treaties. The area of ​​activity also includes the foundation system, affairs of the churches, religious and ideological communities, the law of Sundays and public holidays as well as questions of the law of representatives and questions regarding the remuneration and provision of the members of the state government. When it comes to budget discussions, the main committee deals with the budget of the state parliament and the prime minister. The main committee has 13 members.

In addition, Optendrenk is a member of the European and International Committee. Here he is primarily responsible for relations with the neighboring country of the Netherlands , for example cross-border cooperation on transport and education projects. The committee also addresses development policy issues and international aspects of political action. Among other things, he regularly informs himself about the international partnerships in North Rhine-Westphalia and about specific development projects, for example with Ghana .

Cross-border cooperation is also promoted by the intergroup group of parliamentarians, which Optendrenk has chaired since 2017. The parliamentary group NRW-Benelux promotes and maintains the good and intensive relations between North Rhine-Westphalia and Belgium , the Netherlands and Luxembourg . The aim is to deepen cross-border, parliamentary friendships through regular exchange with the contact group NRW of the Benelux Parliament and with the General Secretariat of the Benelux Union and to expand Benelux cooperation in order to be able to better use Europe's opportunities. The current topics of the parliamentary group include the cross-border deployment of police officers and rescue workers, the removal of barriers to the free movement of workers, the mutual recognition of educational qualifications, closer cooperation in the judiciary and police, the improvement of language skills, partnerships between universities in North Rhine-Westphalia and universities in Belgium, the Netherlands and Luxembourg as well as an intensification of cross-border local public transport. Another important topic is the Iron Rhine and the better rail link between the Dutch and Belgian seaports and the Rhine.

Since October 2018, Marcus Optendrenk has been a member of the study commission “Subsidiarity and Participation. To strengthen (parliamentary) democracy in the federal system from a North Rhine-Westphalian perspective ”. Topics are in particular the strengthening of local political volunteer work and the political participation of the citizens, the promotion of an awareness of democratic virtues, the establishment of a state-political debate culture and the increase of the political relevance of the state parliaments. In addition, the question is how the “principle of subsidiarity as an organizational structure of the political levels of the European Union, federal, state and local authorities” can be better brought to bear.

Optendrenk has been a member of the board of trustees for the establishment of a House of History in North Rhine-Westphalia since 2017 . The tasks include the development of a concept for a "House of the History of North Rhine-Westphalia" as a link between research institute and museum. Together with scientific experts, museums, institutes and scientific chairs, a concept for the meeting place is to be developed within the framework of the board of trustees. It is the "common goal of the state parliament and state government to promote the historical awareness of the citizens, their understanding of the political, social and cultural life in North Rhine-Westphalia in a party-politically neutral way and at the same time at the level of scientific research", it says in the joint application of the parliamentary groups of CDU, SPD, FDP and Greens ("Making the history of North Rhine-Westphalia tangible and tangible for the people".)
