Planning history

First discussions

Since the 1980s, there have been repeated initiatives by experts for a NRW state museum. In November 2010, the President of the State Parliament, Eckhard Uhlenberg, took up the suggestion of renowned state historians to set up a house of the history of North Rhine-Westphalia .

The Villa Horion was discussed as a location because decisive decisions of state politics had been made in the former State Chancellery and the house had a favorable location, e.g. B. for visitors to the state parliament . In January 2012, the President of the State Parliament called a group of experts in order to receive impulses for an exhibition concept and fundamental political consultations and decisions in consensus among the political forces. With the second Kraft cabinet , the House of Parliamentary History in Villa Horion was implemented as a small solution in 2016. The CDU - FDP government coalition formed in 2017 then included the plans for a great house of history in its coalition agreement.

State Parliament decision 2018

On January 18, 2018, a joint proposal from the parliamentary groups of CDU, SPD, FDP and Bündnis 90 / Die Grünen was passed in the state parliament , which includes the development of a concept for a "House of the History of North Rhine-Westphalia" as a link between research institute and museum. The AfD in the state parliament voted against the request. The aim is "to promote the historical awareness of the citizens, their understanding of the political, social and cultural life in North Rhine-Westphalia in a party-politically neutral way and at the same time at the level of scientific research."

Planning group

After the decision of the state parliament, a cross-party and independent planning group "History, Politics and Democracy of North Rhine-Westphalia" with scientific experts under the leadership of Guido Wärme (head), Stefan Goch (deputy head) and Florian Melchert ( Managing director). The task of the planning group was to develop the first foundations for the House of History in North Rhine-Westphalia.

The work of the planning group was accompanied by a board of trustees, to which the state parliament presidium and six other members belonged:

On December 18, 2019, the state parliament of North Rhine-Westphalia unanimously passed the law to establish a foundation “House of History North Rhine-Westphalia”, with the AfD abstaining. When the foundation was established, the planning group's task of developing the scientific basis was fulfilled. The planning group with the Board of Trustees and the Scientific Advisory Board was dissolved as planned.

In its first meeting, the Board of Trustees appointed a three-person part-time Presidium, which will initially be active until December 31, 2022. The Chairman of the Presidium is Hans Walter Hütter (President of the House of History Foundation of the Federal Republic of Germany , Bonn). Locations

Behrensbau

Politicians decided early on that the House of History of North Rhine-Westphalia should have its seat in Düsseldorf within sight of the state parliament and that it should be as authentic as possible a place in the history of the state. In the summer of 2018, the board of trustees of the planning group asked the state government to check whether the Behrensbau was a suitable location for the museum. With the Foundation Act, the building was anchored in law as the site of the House of History. The building, completed in 1912, is an icon of administrative architecture. At the same time, its history stands for important aspects of the country's history. Built by the famous architect Peter Behrens , it was the seat of the Mannesmann headquarters, the French occupation authorities in the 1920s, housed the British military administration in 1945/46 , was then the first official seat of the first state governments of North Rhine-Westphalia and later the site of the takeover battle of Mannesmann by Vodafone in 2000. In addition, its location directly on the Rhine in the North Rhine-Westphalian government district makes it the ideal location for the planned museum. The building is owned by the state.
