Alternative toll traffic
Under shunpiking refers to traffic flows that occur in that road users, if necessary, use less convenient, but toll roads to tolls to be avoided. In the alternative routes which leads to a higher traffic density and starch , as they reduce the avoided toll roads.
Germany
Since in Germany tolls are practically only levied on trucks on motorways , the phenomenon is essentially limited to trucks that also use federal highways and country roads for through traffic .
Night driving bans for through truck traffic
In Hesse and Baden-Württemberg , night driving bans and general traffic bans for trucks were imposed on some alternative routes. However, the administrative court of the state of Hesse overturned this. However, they still exist in Baden-Württemberg and can be viewed in the "BGL Alternative Route Map 2008".
Toll collection also on federal highways
In order not to lose any revenue through alternative toll traffic, it was decided on the basis of an ordinance to also collect truck tolls on some federal highways. These routes are named in the regulation.
France
Most of the highways in France are toll roads. A toll is levied based on the distance traveled. Most of the time the 'closed toll system' is used: when driving onto the motorway you get a card (sign “prennez votre ticket”), which has to be shown at the exit in order to be able to pay the correct toll price. In between there are few toll booths directly on the autobahn, but one toll booth at each exit. A cashier is not always present at smaller exits that are less used, so only card payments are possible. (Sign: “peage automatique”) On most of the toll highways, the junction points are 15 to 30 km apart.
Where the national roads are well developed, there is often an avoidance of tolls. Examples: the D2020 / N20 Paris-Arpajon-Étampes-Orléans is a popular alternative for the A10 Paris-Orléans. In the further course the A10, also called Autoroute d'Aquitaine, turns between Poitiers and Bordeaux via Saintes. There, the toll traffic on the N10 Poitiers-Angoulême-Bordeaux is so massive that the national road had to be widened to 2 lanes in each direction. In France, trucks are increasingly banned from passing through national roads that run straight through towns and villages.
In France, it is always an important requirement for toll collection that there should be an alternative road that can safely handle through traffic. In France, toll highways were only allowed to be built as a supplement to the road network and not as a replacement. This condition became a problem on the N10 between Bordeaux and Biarritz, in the 'Les Landes' region.
The N10 between Bordeaux and Biarritz had been a heavily congested trunk road for many years, with 2 lanes in each direction. But they did not correspond to the modern construction standard for a motorway. Since the French state did not have the money to convert the N10, a concession was awarded. The old N10 was converted into the A63 toll motorway with private funds, with 2 × 3 lanes. The so-called 'open toll system' can be found especially on this A63: the 2 toll booths can be bypassed very easily by driving off the motorway at the exit in front of the toll booth and driving over side streets to the next driveway. Since the junctions of the old N10 have been retained, the next junction is never very far away. A local protest group points out that there is no sensible alternative on the A63 and therefore promotes toll evasive traffic on the small back roads of the 'Les Landes' region via its website.
Countries with vignette tolls
The motorways in Slovenia, Austria and Switzerland are subject to tolls. In these countries, the toll is levied with a vignette. In the case of longer distances or frequent use of the motorway network, this is often cheaper than the route-related toll that is levied in France and Italy. However, the vignette is a disadvantage for travelers who only cross these countries for transit purposes. In particular, alternate traffic can be observed on short motorway stretches:
- Slovenia: Short stretch of motorway on the way between Trieste in Italy and the Croatian part of the Istrian peninsula
- Austria: Pfänder tunnel on the way between St. Margrethen in Switzerland and Lindau in Germany
