Michael Walter (criminologist)

Michael Walter (born April 18, 1944 in Lübeck ; † March 7, 2014 in Cologne ) was a German lawyer and criminologist .

Life

Michael Walter studied in Munich and Hamburg in 1967 until his first state examination Jura . After the second state examination in 1971, he became a research assistant at the seminar for youth law at the University of Hamburg . He received his doctorate in 1970 under the supervision of Rudolf Sieverts , his habilitation followed in 1980. From 1977 to 1984 Walter was a professor at the University of Hamburg, from 1984 until his retirement in 2009 he taught at the University of Cologne as full professor for criminology and criminal law and director of the institute for criminology. Since 1971 Walter has held various offices and activities at the German Association for Juvenile Courts and Juvenile Court Assistance eV (DVJJ), from 2002 to 2006 he was chairman of the State Prevention Council of North Rhine-Westphalia. Walter is the author and editor of numerous publications on youth law, criminology, criminal law sanctions and criminal policy issues. A particular concern of his was the offender-victim compensation for juvenile offenders as an alternative to prison sentences.

From January 1, 2011 to September 30, 2013 Michael Walter was the penal officer for the state of North Rhine-Westphalia. He supported the Ministry of Justice as an independent advisor in fundamental matters relating to the penal system. He resigned from this post in September 2013 for health reasons.

Michael Walter was the son of an art educator and stage designer from Lübeck and an actress. His second marriage was to Regina Walter, a trained art teacher, with whom he had a son. Another son from his first marriage is Tonio Walter , professor of criminal law at the University of Regensburg . Walter relaxed with the self-taught painting of nature pictures.
