Miguel Cadilhe

Miguel José Ribeiro Cadilhe (born November 10, 1944 in Barcelos ) is a Portuguese economist and two-time Finance Minister of Portugal.

Life

Miguel Cadilhe grew up in Póvoa de Varzim before moving to Porto at the age of 20 . He completed his studies in economics at the University of Porto in 1968, and later returned there as a lecturer. In 1981 he worked on studies in macroeconomics at the London School of Economics .

Under the Francisco Sá Carneiro government , he became State Secretary in the Planning Office in 1980, before being appointed Finance Minister of Portugal by Cavaco Silva's PSD government in 1985 and again in 1987. From 2002 to 2005 he was the head of the investment agency AIP (now AICEP ). Since 2006 he has been teaching at the Catholic University in Porto.

At the same time, he held a managerial position for various banks. In the 1990s, he headed the Banco Português do Atlântico (BPA) bank and, after its dissolution, became CEO of the Banco Comercial Português (BCP) bank , which took over BPA in 1995. In his role as bank manager , he attracted attention several times. Until its nationalization, he was the chairman of the Bank Banco Português de Negócios , which was nationalized in 2008 after various tax evasion and money laundering scandals and then re-privatized. Cadilhe publicly declared that he was against the nationalization and the re-privatization, which he felt was too late. He also came under fire for his proposed solutions to rescue the BCP by the public sector, which the public perceived as one-sided .

His demand for a solidarity-based property levy of 4% to restructure the public finances during the crisis drew renewed attention from the Portuguese public in June 2012.

Cadilhe is the author of various business books, including the book O sobrepeso do estado em Portugal (English: The preponderance of the state in Portugal) published in 2005 .

His nephew Gonçalo Cadilhe (* 1968) is a travel writer in Portugal.
