The Ministry of Education (MOE) or Kementerian Pendidikan Malaysia is the Ministry of Education of the State of Malaysia . Its tasks lie in the education policy and the supervision of the school operations of the primary and secondary level as well as all aspects of higher education ( tertiary education ).

The ministry is located in the Putrajaya administrative center south of the capital Kuala Lumpur .

history

Before the Malaya Federation became independent , a Ministry of Education was set up in the first cabinet of Prime Minister Tunku Abdul Rahman on July 27, 1955, to which Tun Razak was appointed. The Malaysian name of the ministry was Kementerian Pendidikan Malaysia (German: Ministry of Education) and was extensively responsible for everything that had to do with education. It was not until 2004 that the interests of tertiary education were separated and outsourced to a separate ministry, the Ministry of Higher Education . While the English name remained the same, the renaming of the Malaysian name from (German) Ministry of Education to Ministry of Education clearly reflected the shift in focus.

When the new cabinet was formed after the parliamentary elections for the 13th Malaysian parliament on May 5, 2013, the Ministry of Education and the Ministry of Higher Education were merged to form the new Ministry of Education and Higher Learning (Kementerian Pelajaran dan Pengajian Tinggi). At the suggestion of the minister, however, the name for the joint ministry was renamed to Ministry of Education (Kementerian Pendidikan) a short time later.

tasks

The range of tasks encompassed all aspects of pre-school education, primary and secondary schools including class level Form 6 , the establishment of national curricula, the central implementation of final exams, the management of the matriculation courses ( matrikulasi ), the publication of textbooks and the further training of teachers.

In the field of tertiary education, the ministry is responsible for the universities, polytechnic colleges and colleges that are publicly or privately sponsored. Three main departments within the ministry cover a special aspect of tertiary education:

  • Department of Higher Education (DHE) - responsible for the universities and the Malaysian Student Department
  • Department of Polytechnic Education (DPE) - responsible for the polytechnic universities
  • Department of Community College Education (DCCE) - responsible for the colleges

Subordinate institutions

A number of institutions and bodies are subordinate to the Ministry in order to carry out its tasks, for example

  • Dewan Bahasa dan Pustaka - Institute for Language and Literature
  • ITBM - Malaysian Institute for Translation and Books
  • MEC - Malaysian Examination Council; is in charge of the organization of the STPM and STP final exams
  • IPGM - Institute for Teacher Training

Malaysian Qualifications Agency

The Malaysian Qualifications Agency (MQA) goes back to a merger of the former National Accreditation Board (LAN) with the Quality Assurance Department (QAD) of the MOHE on November 1st, 2007. Your task is to ensure the quality of the educational offers in the tertiary sector. The legal basis is the Qualifications Agency Act 2007 .

National Higher Education Fund Corporation

The National Higher Education Fund Corporation , better known as Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN), was founded in 1997 on the basis of the National Higher Education Fund Corporation Act 1997 . Their job is to help low-income students finance their studies by granting loans. The institution thus performs a similar function as the provision of study aids within the framework of BAföG .

Tunku Abdul Rahman Foundation

The foundation (mal. Yayasan Tunku Abdul Rahman ) grants scholarships to students with outstanding achievements and student leadership qualities.

minister

From the merger in May 2013, the responsible minister was Hishamuddin Bin Tun Hussein. The position of Minister of Education in Malaysia is regarded as a candidate for the office of Prime Minister of Malaysia. Except for the first Prime Minister, Tunku Abdul Rahman, all Malaysian Prime Ministers held this office during their political careers.

With the merger of the two ministries, a dual leadership of two ministers (Muhyiddin bin Mohd. Yassin and Idris Bin Jusoh) and two deputies (Mary Yap Kain Ching and P. Kamalanathan A / L P. Panchanathan) was created. The division of tasks roughly follows the previous breakdown into pre-school, primary and secondary education on the one hand and tertiary education on the other.
