MoReq

MoReq ( Mo del Req uirements for the Management of Electronic Documents and Records , from version MoReq2010 Mo modularly Req uirements for Records Systems ) is the European standard for electronic records management .

The guideline was developed within the framework of the IDA program (IDA: Interchange of Data Between Administrations) of the European Commission and published by the DLM forum. Originally, MoReq was supposed to contribute to the standardization of the exchange of documents between the European Commission and the governments of the member states. In the meantime, MoReq has established itself as the basis for various standards for electronic document , archive and records management.

At MoReq, z. B. the standards for the management of documents in the public administration in England (TNA), in the Netherlands (ReMano), in Norway (NOARK) and Luxembourg (SEL ECM). Although the MoReq standard was not created by an official standardization body (e.g. ISO ), it has now established itself as the de facto standard for electronic records management beyond the borders of Europe.

In December 2008, the DLM Forum set up a MoReq Governance Board, which takes care of the maintenance of the standard, the accreditation of test centers as well as the checking and approval of translations.

MoReq1

The MoReq specification (now often referred to as MoReq1) was published in English by the European Commission in 2001. In contrast to other standards (such as ISO 15489 ), MoReq provides a very detailed list of requirements for both functional requirements for an electronic and paper-based records management system and for the associated electronic process and document management systems. MoReq also includes guidelines for the consideration of operational systems and management systems and creates not only requirements for the retention of electronic records, but also for the requirements of other electronic document-related functions such as workflow , e-mail and electronic signatures . MoReq's requirement checklists represent a kind of template for each area of ​​application. In these requirement lists, all requirements are described and each individual function is defined in detail. Recommendations are then made as to whether a function is “mandatory” or “desirable”. MoReq1 consists of 390 defined requirements. MoReq was created on behalf of the European Commission and the DLM Forum.

MoReq1 was translated into Brazilian, English, French, Italian, Croatian, Dutch (own adaptation), Portuguese, Russian, Slovenian, Spanish, Czech, Hungarian and other languages ​​(but not into German) or converted into national standards.

MoReq2

On the basis of a requirements document of the DLM forum for extensions of MoReq, the European Commission announced the MoReq2 project in 2006. It was not just about functional extensions, but especially about the ability to provide evidence and certification of the implementation of MoReq in software products. The MoReq2 specification was published on February 13, 2008 in electronic form and in September 2008 in printed form in English. Current overviews of accredited test centers and certified products can be found on the MoReq website of the DLM Forum.

The MoReq2 standard is based on MoReq1 and is based on this in terms of structure and format. As a result, extensive backward compatibility with the original specification was achieved. The main innovations in MoReq2 are the more flexible structure, the consideration of national features (Chapter "0"), extensions of the basic module with the core functions of document management, new optional modules, an XML schema for data exchange and the MoReq2 conformance test with certification procedures. MoReq2 is already 200 pages strong without attachments. The nine appendices comprise another 100 pages and the test scenarios go well over 1000 pages. When creating MoReq2, additions from relevant source documents such as B. ISO 15489 , ISO 23081 and ISO 14721 as well as the German DOMEA standard and the UK-TNA-2002 specification taken into account, as well as trends in the environment of ECM , ILM , archiving and document management . The metadata model has been significantly expanded and harmonized with international standards. MoReq2 not only deals with the core area of ​​document management, but also covers the entire area of ​​creation, use, archiving and disposal. Compared to other standards such as TNA (England, updated 2004) or DoD 5015.2 (USA, updated 2006), MoReq2 was the newest and most comprehensive specification for records management in 2008.

The DLM forum publishes lists of accredited test centers and certified products.

The first company to pass MoReq2 certification is Fabasoft from Austria with the Fabasoft Folio product . It is currently (as of May 2010) the only product that has successfully passed MoReq2 certification.

MoReq2 has so far been translated into Estonian, French and Slovenian (including "Chapter 0" with the national characteristics) as well as Catalan, Korean, Russian, Romanian, Spanish, Czech, Ukrainian, Hungarian and other languages.

MoReq2010

In autumn 2009 the DLM Forum and the Moreq Governance Board decided to revise MoReq2. The revised standard is called MoReq2010. MoReq2010 was put up for public discussion in two steps. The new version of the specification is more oriented towards the technologies of electronic document management available today and has moved significantly away from the more paper-oriented predecessor standards.

On June 6, 2011 the MoReq2010 specification was published as a PDF. These are the "MoReq2010 Modular Requirements for Records Systems, Volume 1, Core Services & Plug-in Modules, Version 1.0". This version is not yet complete and further modules will be added. The new specification breaks with a number of records management principles that still dominated MoReq2. MoReq2010 is more modular and structured as services. The title of the 520-page specification has been adapted to the changed direction. MoReq as acronym now stands for " Mo modularly Req uirements for Records Systems". On July 14, 2011 the first version of the MoReq2010 XML schema was published. The DLM forum provided a discussion forum for the discussion and further development of the new standard and the scheme. In addition to the MGB MoReq Governance Board, a technical committee consisting of records management system providers was set up to provide advice on the further development of MoReq2010. In September 2011 the certification program for providers of records management systems was presented. In the future, it will also be able to be used to test solutions at the user. At the DLM Forum Conference in Brussels in December 2011, the training program for MoReq2010 will also be approved and the coordination of the translations of the specification will be set up.
