    Relations between Monaco and the European Union

    The Principality of Monaco is not a member of the EU or the European Economic Area (EEA). It is considered a third country in relation to the EU. However, Monaco is closely linked to the EU. Monaco has had a diplomatic mission to the EU in Brussels since January 2000 .

    A special relationship has existed between Monaco and France since the 17th century. The current state of relations goes back to the bilateral agreement signed on May 18, 1963 for the creation of good neighborly relations (Convention de voisinage) . The agreement was supplemented by an exchange of letters on December 15, 1997 - also with regard to the relationship between the EU and Monaco. It enables Monaco to participate directly in selected EU policy areas through additional agreements. With the exception of two direct agreements between the EU and Monaco, the agreements relating to the relationship between the EU and Monaco have so far been brokered through France.

    Customs union and internal market

    Monaco has been part of the European Customs Union since 1997 . Monaco is included in the free movement of goods in the European internal market via an additional protocol of May 2000 . It only extends to the internal relationship between Monaco and the EU, not to foreign trade. Goods from the EU can move freely in Monaco, goods from Monaco within the European internal market. However, goods from Monaco are not considered EU goods in foreign trade. Preferential trade agreements between the EU and third countries do not apply to goods from Monaco.

    Monaco and the EU have also signed an agreement on the application of the Community rules on pharmaceuticals, cosmetic products and medical devices, which are important for the Monegasque economy. The agreement entered into force on February 1, 2004. A joint committee (EC-Monaco Joint Committee) is responsible for the implementation and correct implementation of the agreement. It meets if one of the contracting parties calls a meeting or decisions are necessary.

    Monaco applies most of the EU rules on sales taxes and consumption taxes , especially those related to the free movement of goods with the EU.

    Schengen Agreement

    Monaco is not a Schengen member . However, there are still no border controls between France and Monaco. However, the port of Monaco is considered to be the Schengen border; the controls there are incumbent on France. Since Monaco does not have an airport, this question does not arise for air traffic. Foreign Schengen visas are fully recognized by Monaco and all citizens of the European Economic Area (EEA) enjoy a right of residence in Monaco. Conversely, the Schengen states generally recognize Monaco's residence permits and citizens of Monaco are visa-free in all EEA countries. This means that there is de facto freedom of movement for Monegasque residents within Europe.

    Financial issues and euros

    Traditionally, in Monaco, alongside the Monegasque , the French franc was the legal tender . In the course of a currency agreement with France of December 2001 (revised in 2006) Monaco participates in the European Monetary Union . Since the introduction of the euro in France, the euro has been the sole legal tender in Monaco.

    Monaco has had the right to mint euro coins with a national Monegasque reverse since 2002 . From January 1, 2002, Monaco can issue euro coins in an amount corresponding to 1/500 of the number of euro coins minted by France. The number of Monegasque euro coins is added to the share of France.

    Monaco's credit institutions are subject to the legal modalities of the Banque de France . Monaco has undertaken to implement Community rules on combating counterfeiting of euro banknotes and coins into national law. However, an agreement with Europol has not yet been signed.

    An agreement between the EU and Monaco on the taxation of savings income has been in force since July 1, 2005 . It provides for a withholding tax on interest income from foreign accounts in Monaco. On March 13, 2009, Monaco declared its willingness to recognize the OECD standards on tax issues and banking secrecy . An EU-Monaco anti-fraud agreement is currently being negotiated between the European Commission and Monaco. It is intended to enable deeper cooperation in the comparison of information between the tax authorities.

    outlook

    Monaco's application to join the EU or EFTA (the latter would be a prerequisite for Monaco's application for EEA membership) is currently not on the agenda.

    Monaco takes an active part in the Union for the Mediterranean (UfM) EU initiative .
