On September 12, 1978 she appointed Barre as Minister Delegate for the Status of Women to the Prime Minister and thus for the first time a member of the government with responsibility for women was given the rank of minister , since the first "women minister" Françoise Giroud only the rank of State Secretary would have.
She welcomed the opportunity to speak with other ministers on an equal footing and stated that she saw herself as "the government's constant conscience on issues related to women".
