Murtuz Nəcəf oğlu Ələsgərov (born September 20, 1928 in Kirowabad ( Gəncə ), Soviet Union ; † August 7, 2012 in Baku ) was an Azerbaijani legal scholar , university professor and politician who, among other things, was parliamentary president of the National Assembly of the Azerbaijan Republic for several years .

Life

After attending school, Ələsgərov studied law at Baku State University and, after completing his degree with a doctorate in science, was first senior teacher and later lecturer at the law faculty of the state university before becoming professor there in 1954 and dean of the law faculty there in 1954 has been. In 1965 he became dean of the Faculty of Constitutional Law and was last rector of Baku State University between 1993 and 1996 .

In 1995 Ələsgərov was a candidate of the New Azerbaijan Party ( Yeni Azərbaycan Partiyası ) for the first time as a member of the National Assembly of the Republic of Azerbaijan ( Milli Məclis ) and represented the constituency of Qaradağ until November 2010 until he renounced his candidacy for health reasons .

On October 16, 1996 he succeeded Rasul Guliyev as President of the National Assembly. Ələsgərov held the post of President of Parliament until he was replaced by Ogtay Asadov on December 2, 2005.

He has received several awards for his longstanding services as a legal scholar and politician, including the Sodrujestvo Order of the Commonwealth of Independent States (CIS), the Order of Friendship of Russia and the İstiqlal Order of the Republic of Azerbaijan.
