The National Library of East Timor ( port .: Biblioteca Nacional e Arquivo de Timor Leste , tetum: Biblioteka Nasional no Arkivu Timor-Leste nian , Engl .: National Library and Archives of Timor-Leste ) in Dili , the National Library and the National Archives of East Timor . The building as the future headquarters of the institution has been under construction since 2011 in Ai-Tarak Laran, a place ( Aldeia ) in Kampung Alor , a district of the capital Dili.

In particular, it is to become the supreme institution of all public libraries in the country and receive legal deposit rights.

history

In 1779 the Archives of Portuguese Timor in Dili burned down, with the result that documents from the beginning of the colonization by the Portuguese and a large part of the records about the colony were lost. Governor Caetano de Lemos Telo de Meneses (1776 to 1779) was therefore exiled to Mozambique . He was accused of causing the archive to burn through criminal negligence.

Until 1975, Portuguese Timor, as a Portuguese colony, was subject to the law of 1952 (decreto-lei n.º 38684, de 18/03/1952) on deposit in the colonies. After the Carnation Revolution in Portugal in 1974, East Timor was declared independence on November 28, 1975, but it was annexed by Indonesia nine days later . The holdings of the colonial library in East Timor were thus lost. The country only became independent in 2002, and it was only after the unrest in East Timor in 2006 that the country was able to begin to develop its state structure.

In 2007, the East Timorese government and an unnamed oil company operating in the Timor Sea agreed to create a national library in East Timor. The oil company undertook to provide the infrastructure including construction, interior fittings and information technology , while the government was responsible for the property, the acquisition of the book inventory and the commitment and training of the employees.

The establishment of the National Library (Biblioteca Nacional) and National Museum ( Museu Nacional ) was decided by resolution No. 24/2009 of November 18, 2009. Construction of the library building was scheduled to begin in August 2011 after the government agreed on a project and provided a plot of 2.5 hectares in the city of Dilis. A training program for the first ten employees of the National Library was also started in parallel, in collaboration with the National Library of Portugal .

Since then, an inventory has been built up through donations from international institutions. In 2014 this amounted to 2,500 mostly Portuguese titles, donated by the Portuguese state printing company Imprensa Nacional-Casa da Moeda .

In 2015, an Asia-Pacific meeting of UNESCO took place in Jakarta on its Memory of the World program, which aims to ensure the preservation of important documents from the world. Part of the program is the UNESCO initiative to safeguard the documentary heritage in East Timor and the development of its national library ("Safeguarding the Documentary Heritage and Developing the National Library and Archives of Timor-Leste") .
