National Action Plan for Integration (Germany)

The National Action Plan for Integration is a continuation of the National Integration Plan decided on January 31, 2012 at the 5th Integration Summit .

prehistory

As a result of the PISA study in 2006 which showed, among other things, how much in Germany the educational success of social and ethnic origin depends, was German Chancellor Angela Merkel , the German Integration Summit launched, which had not met on July 14 of 2006. As a result, a plan was drawn up that was approved as the National Integration Plan at the second integration summit on July 12, 2007 . This contained around 400 planned measures and voluntary commitments that were intended to improve the integration of migrants living in Germany .

Emergence

At the 4th Integration Summit on November 3, 2010 it was decided to create a new action plan for the National Integration Plan. The specifications included improving the range of language and integration courses for migrants, improving professional qualification opportunities and increasing the proportion of migrants in the public service . In addition, binding and measurable targets for integration policy in Germany should be drawn up.

Dialogue forums

In order to create the National Action Plan for Integration , eleven dialogue forums were set up from December 2010 onwards, which, under the leadership of the responsible federal ministries or federal commissioners, were supposed to deal with certain topics and work out measures and targets.

National Action Plan for Integration

The National Action Plan for Integration was presented on January 31, 2012 at the 5th Integration Summit. For the first time, joint goals and measures were agreed and decided by the federal and state governments . These include, among other things, improving the individual support of young migrants, improving the recognition of qualifications acquired abroad and increasing the proportion of migrants in the public service of the federal and state governments. There were also new topics, such as health care and care for migrants.

criticism

The opposition criticized that the National Action Plan gave the impression of being non-binding. The deputy SPD chairman Aydan Özoğuz called on the government, “the beautiful appearance of integration summits [must] finally be followed by deeds.” The Green politician, Memet Kilic , spoke of a “symbolic coffee party”. He called on the government to lower the barriers to naturalization and to extend local voting rights to non-EU citizens. The left-wing politicians Ali Al Dailami and Katina Schubert called on the government to undertake comprehensive reforms of citizenship law and the right to vote and called for an action plan against racism. The Federal Association of Independent Welfare Care criticized the fact that numerous aspects had not been taken into account or had only been treated very inadequately. In particular, the subject areas of discrimination and racism, questions about legal equality and easier naturalization of migrants as well as the situation of people without a residence permit are only inadequately dealt with.
