The Lower Saxony State Forests (NLF) are a public company that manages the Lower Saxony state forest. The headquarters of the institute is in Braunschweig . The entirety of the company with operations management, service centers and forestry offices operates under the name of Lower Saxony State Forests .

Management

With an area of around 4.8 million hectares, Lower Saxony has forests on around 1.20 million hectares . The Lower Saxony State Forests manage almost a third of the forest in Lower Saxony with 335,000 hectares. Of the rest of the forest, 55,000 hectares belong to the federal government , 107,000 hectares are corporate forests and 707,000 hectares are private and cooperative forests . The Lower Saxony State Forests also look after around 77,000 hectares of predominantly cooperative forests in accordance with Section 16 NWaldLG.

The forests are managed according to the "Long-term ecological forest development" ( LÖWE ) program that was adopted in 1991. Against the background of major damage to the forest in 1972 by the Quimburga hurricane , in 1976 by the Capella hurricane , as well as fires in the Lüneburg Heath in 1975 and the forest death discussion of the 1980s, the NLF committed itself to the natural management of the forest . The central goal of the LÖWE program is the development of stable, healthy and high-performance mixed stocks.

In 2017, the state forests made a profit of around 5.6 million euros. In 2018 the deficit was 5.9 million euros. For the first time in 10 years, the state forests did not transfer any profit to the country that year. The causes of the deficit were extreme weather events, such as the hurricane Friederike and the resulting oversupply of wood, which depressed the price. In 2019, the loss increased to 27 million euros. According to the state forests, the forests have been under climatic stress since 2019, with storms, drought and bark beetle infestation causing great damage.

history

Management building in Braunschweig

The establishment of the state of Lower Saxony by ordinance of the British military government of November 1, 1946 from the states of Hanover , Braunschweig , Oldenburg and Schaumburg-Lippe required uniform forest management. This was created on April 1, 1949 through the establishment of a forestry department at the Lower Saxony Ministry of Agriculture . It was initially based in the State Forestry Office in Sarstedt and was relocated to the Ministry in Hanover on October 1, 1949. In 1950, the regional and administrative presidents of Hanover , Hildesheim , Lüneburg , Osnabrück , Stade , Braunschweig and Oldenburg set up intermediate forestry authorities of the Lower Saxony state forest administration. In 1955 there were 112 forest offices in Lower Saxony, which were reduced to 45 in 1997 when the middle forest authorities were abolished. With the dissolution of the Lower Saxony district governments on December 31, 2004, the Lower Saxony State Forest Administration was transferred to the Lower Saxony State Forests as an institution under public law , with 26 forest offices remaining. The number of employees decreased from 9,200 in 1960 to 1,300 in 2018.

The Lower Saxony State Forests was founded by state law of December 16, 2004 in the legal form of an institution under public law. It was created by outsourcing the following departments from the immediate state administration:

  • Lower Saxony Forest Planning Office
  • Lower Saxony Forest Education Center
  • Lower Saxony Forestry Offices

tasks

The tasks essentially correspond to those of other German state forest administrations. They are abstractly defined in Section 3 of the Establishment Act as follows:

  • Management of the state forest as a state task
  • The state government can transfer other related tasks to it, e.g. B. Information to the public
  • Business of all kinds in the field of forestry and hunting (under certain conditions)
  • Providing support and advice to the state in matters relating to forestry and hunting

As the largest extracurricular learning location, the NLF maintain ten forest education centers and seven forest adventure facilities, such as B. the WildparkHaus in the Wildpark Neuhaus (Solling).

organization

The NLF is a legal entity under public law . On the basis of the establishment law, ownership of the land and accessories managed by the state forest administration was transferred to her free of charge. In accordance with Section 10, she receives financial aid from the state budget. The business management and accounting are based on the principles of proper bookkeeping and accounting in analogous application of the Commercial Code . It is entitled to take out loans up to a total of € 30 million to cover its expenses, in particular for investments . According to the law , she has been recognized as an employer .

The organs of the NLF are the president and the board of directors . The president and the vice-president form the management of the institution. The highest service authority for the members of the institution's management is the Lower Saxony Ministry of Food, Agriculture and Consumer Protection as the specialist ministry; for the rest of the civil servants it is the President. When carrying out state tasks, the NLF is subject to the technical supervision and otherwise to the legal supervision of the relevant ministry.

Organizational units are the management (headquarters in Braunschweig), the service points (Lower Saxony Forest Planning Office, Lower Saxony Forest Education Center, Forest Seed Advice Center) and - as a core - the 24 forest offices. However, the term forest office should not hide the fact that these are no longer independent authorities, but rather entrepreneurial organizational units of the NLF establishment.
