In New York, a bevy of rats that feed on steroid-infused corn stored at the port has grown into dog-sized monsters. When the health authorities burn this corn, the rats are deprived of their food source. Hungry, they go looking for new food. Due to their size, they no longer see humans as an enemy, but rather food. Panic soon breaks out.
Trudy and Martha, two friends, cannot escape the rat inferno. The only ones who can help now are teacher Paul Harris and Kelly Leonard from the health department. When the mayor inaugurated a new subway line, the monster rats attacked. With the last of his strength, Paul Harris can blow up the rats and save the city from more disaster.
