Norbert Holzer

Norbert Holzer (born February 17, 1948 in Saarbrücken ; † February 12, 2020 in Saarlouis ) was a German legal scholar and legal practitioner in the field of public law and member of the board of the Institute for European Media Law in Saarbrücken / Brussels. Since 2012 he has been a member of the commission to determine the financial needs of broadcasters (KEF).

biography

Norbert Holzer studied from 1969 to 1974 - after high school and military service - law at the University of Saarland . From 1974 to 1978 he was a research assistant at the chair for constitutional and administrative law at Saarland University. During this time, Holzer did his doctorate on the subject of “Preventive control of norms by the Federal Constitutional Court”. He then worked as a parliamentary group assistant in the Saarland state parliament and in 1979 became the personal advisor to the Minister for the Environment, Spatial Planning and Construction. From 1981 to 1991 Holzer was mayor of the Saarland community of Riegelsberg , at the same time from 1987 to 1996 honorary director of the State Broadcasting Authority (now LMS) and, also until 1996, long-time chairman of the arbitration tribunal of the Saarland Swimming Association. Between 1991 and 2014 he was also deputy chairman of the board of the Institute for European Media Law eV (EMR). From 1992 onwards, Holzer took on positions in the energy industry for five years. He worked as a waste management coordinator and as a representative for municipal and other special tasks at the United Saar-Elektrizitäts-AG (VSE). a. Management tasks and supervisory board mandates in investment companies. From 1997 to 2011, Holzer was administrative and operational director of Saarland Broadcasting Corporation . In this role he was a member of the GEZ Board of Directors and headed the ARD / DR / ZDF Fees and Licenses working group for twelve years . In 2007 and 2008 he chaired the finance committee ARD / DR / ZDF. Since 1979 Holzer has been teaching public law at Saarland University . He stopped there u. a. Lectures in general administrative law, construction law, civil service law or administrative procedural law and organized the highly sought-after exam preparation course in public law in the form of a revision as part of the university offer. Since January 2012 he has been practicing in his own law firm and until June 2014 he took over the position of director of the EMR, which Thomas Kleist had previously held for ten years . Since 2012, he has also been a member of the commission for determining the financial needs of broadcasters (KEF) , appointed by the federal state of Saarland .
