Nurlan Sairollauly Nyghmatulin ( Kazakh Нұрлан Зайроллаұлы Нығматулин , Russian Нурлан Зайруллаевич Нигматулин Nurlan Nigmatulin Sairullajewitsch * 31 August 1962 in Karaganda , Kazakh SSR ) is a Kazakh politician. Since June 2016 he has been chairman of the Mäschilis , the lower house of the Kazakh parliament.

Life

Nurlan Nyghmatulin was born in Karaganda in 1962 . In 1984 he graduated from the Polytechnic Institute in Karaganda with a degree in mechanical engineering . In 1989 he graduated from the high school of the Central Committee of the Komsomol . He obtained his doctorate in political science in 2001.

After graduating from the Polytechnic Institute in Karaganda, he first worked as an engineer for the company Karagandaoblgas (Russian: Карагандаоблгаз). Between 1985 and 1990 Nyghmatulin was involved in the Lenin Communist Youth Association (Komsomsol) in the Kazakh SSR. Subsequently, he was chairman of the Committee of Youth Organizations of Kazakhstan. In 1993 he became president of the Kazakh-American joint venture Tengri (Russian: Тенгри). From 1995 to 1999 Nyghmatulin worked in the administration of Kazakh President Nursultan Nazarbayev . In February 1999 he became Deputy Mayor of the Kazakh capital Astana and from July 2002 he was Deputy Minister of Transport and Communication . He then worked again as deputy head in the presidential administration of Kazakhstan. On January 20, 2006 he was appointed Akim (governor) of the Karagandy region . From November 2009 to September 2012, he held the post of first deputy chairman of the ruling Nur Otan party . After the parliamentary elections in 2012 , Nyghmatulin was elected chairman of the Mäschilis , the lower house of the Kazakh parliament, on January 20, 2012 . On April 3, 2014, he was reassigned to the presidential administration, this time as head of administration. Since June 22, 2016 he has been chairman of the Mäschilis again. Here Nyghmatulin became chairman of the Nur Otan faction in August 2019.

Since April 2013 Nyghmatulin has held the post of chairman of the intra-parliamentary assembly of the Eurasian Economic Community.
