Oderflut Medal of the State of Brandenburg (1997)

The Oderflut Medal 1997 was donated on August 16, 1997 by the then Prime Minister of Brandenburg Manfred Stolpe . It primarily serves the recognition and performance of the emergency services and helping helpers during the Oder flood in summer 1997 (cf. Oderhochwasser 1997 ).

Award practice

The Oderflut medal is awarded to all people who have provided assistance in fighting floods. The recipient received an award certificate. Incidentally, the medal itself became the property of the recipient when it was awarded.

Award requirements

The following conditions apply for the award of the Oderflut Medal:

  • a) The Oderflut Medal is generally awarded for an all-day assignment. In individual cases, a deviation from this requirement is possible if this appears to be justified by the type and circumstances of the deployment. The help must be provided as a personal effort and be related to the flood on the Oder in a factual and temporal context.
  • b) The deployment must have taken place on site or in the disaster control teams of the districts / the independent city of Frankfurt (Oder).
  • c) The Oderflut Medal can only be awarded to members of the public service in the state of Brandenburg who have participated in the flood control if
    • points a) and b) above are fulfilled,
    • the assignment takes place outside of their official duties or there is an unusually excessive behavior in the performance of official duties.

Authorization to propose

The highest state authorities as well as the districts or independent cities are entitled to make suggestions for the award of the Oderflut Medal. Suggestions are to be submitted to the following authorized persons:

  • a) for members of the Bundeswehr and the Federal Border Police to the State Chancellery
  • b) for members of the police , the voluntary fire brigade , the technical relief organization and private aid organizations to the Ministry of the Interior,
  • c) for all other helpers to the responsible district / responsible urban district.

The submitting bodies then first check whether the requirements for being awarded the Oderflut Medal are met. In cases of doubt, you can proceed generously. Nevertheless, care must be taken during the examination to avoid double awards. The suggestions or suggestions made are brief overall and not justified individually. The resulting award proposals are then listed in 3 copies with the following information:

  • a) family name,
  • b) first name,
  • c) date of birth and
  • d) home address

to the State Chancellery, which then submits this to the Prime Minister for the final decision. The State Chancellery then informs the bodies entitled to make proposals about the names of the winners from their area. At the same time, she sends them the medals and the prepared certificates. Those entitled to make proposals then arrange for the Oderflut Medal and the award certificate to be presented.

Appearance, texture and wearing style

The bronze Oderflut medal shows the embossed coat of arms of Brandenburg, the Brandenburg eagle, in the center of its obverse. The coat of arms is framed by the above lettering: LAND and the lower lettering: BRANDENBURG . The front of the medal also shows the thank you formula on its outer edges: IN GRATITUDE AND RECOGNITION * OR FLOOD 1997 . The back shows the regions of Brandenburg and Poland affected by the flood with its overflowing rivers in a symbolized form . The places or regions: Ziltendorfer Niederung , Frankfurt (Oder) , Słubice , Küstrin-Kietz , Bad Freienwalde (Oder) , Hohenwutzen as well as the Oderbruch and the Oder river were reflected in this symbolism. The medal is worn as a ribbon medal on a red and white ribbon on the upper left side of the chest. It can also be worn by uniform wearers in a reduced form.

Others

In addition to the Oderflut Medal, the State of Hamburg has donated an extra medal for its helpers - the Hamburg Thank You Medal (Oder-Flut 1997) . In some publications you can read that the Oderflut medal was made for civilians and people in uniform. However, this is wrong. Both for uniformed persons (fire brigades, police, BGS etc.) and civilians there was only one version and only one correct way of carrying.
