Operational professional

The operative professional is in Germany an upgrading training IT environment to prepare the CCI system, which is equivalent to the master's certificate and training to take over positions of middle management in. The operational professional is mainly relevant as a measure to prepare members of the armed forces for civilian employment after the end of their service life in order to compensate for the lack of civilian professional experience. In the private sector, equivalent knowledge is usually acquired through practical work experience, so that only a few try to achieve the degree there. Therefore it is rare and the acceptance of the exam is not offered nationwide.

Certified IT developer

Proven IT developers ( English Certified IT Systems Manager ) develop optimal technical and market-oriented IT solutions, plan, manage and control IT development projects. You perform employee management tasks.

Certified IT project manager

Proven IT Project ( English Certified IT Business Manager ) are derived independently and responsibly unique projects which are characterized by specific goals, time, financial and human limitations and a project-specific organization in the project and line organization. You perform employee management tasks.

Certified IT consultant

Proven IT consultant ( English Certified IT Business Consultant ) to advise companies in the analysis, goal definition, concept development and implementation of IT solutions to the development potential and competitiveness to strengthen these companies and to allow new or expanded business opportunities to companies. You perform employee management tasks.

Certified IT economist

Proven IT Economists ( English Certified IT Marketing Manager ) provide optimum technical and market-driven IT solutions that conduct marketing and purchase of IT products and IT services and prepare under commercial and economic point of strategic business decisions before. You perform employee management tasks.

Admission requirements

The following admission requirements apply to "entry" into the field of further training to become an operational professional regulated by public law via the IT advanced training ordinance (see below) (cf. §2 IT-RVO):

  • Training in an IT profession and 1 year of relevant professional experience and qualification as an IT specialist or
  • Training in another apprenticeship occupation and 2 years of relevant professional experience and qualification as an IT specialist or
  • 5 years of relevant professional experience in the IT sector and qualification as an IT specialist
IT training system

The qualifications of IT specialists have been laid down in 14 individual specialist profiles; they are Annex 5 of the IT advanced training ordinance , which was amended on August 1, 2010 .

Proof of a certified specialist is possible through:

  • a certificate from a competent body ( IHK ) or
  • a certificate from a personnel certification body ( DIN EN ISO / IEC 17024) or
  • a course certificate that corresponds to the content of a specialist profile or
  • a certificate, in particular from employers (company certificate), which shows the breadth, depth and procedure of the specialist qualification.

By way of derogation from this, anyone can be admitted to the examination if, by submitting certificates or in some other way, they can credibly demonstrate that they have acquired qualifications that justify admission to the examination.

Implementation of the training

There are numerous educational institutions nationwide that offer preparatory courses for the exams to become an operational professional. A wide variety of forms of training are offered here, from part-time with weekend classes to expensive full-time classes. The Bundeswehr also uses the offers of the educational institutions and has full-time training there. However, participation in a course is not mandatory for admission to the final exams.

Implementation of advanced training in the Bundeswehr

With the qualification as operational professional, the soldiers who are deployed in the use of IT should have the prerequisites to be able to carry out and monitor their tasks and IT projects in the Bundeswehr. In addition, the advanced training to become an operational professional for soldiers returning to civilian working life offers professional opportunities.

This course is not required for admission as a professional soldier.

The soldiers have the opportunity to be trained as operational professionals at numerous military locations.

So far, training has taken place in the following locations, among others: Munich, Veitshöchheim, Schwerin, Stralsund, Hof, Karlsruhe, Berlin, Leipzig, Mainz, Hanover, Hilden and Erndtebrück.

Example of full-time training

  • Phase I: core qualification teaching, duration approx. 10 weeks
  • Phase IIa: internship, duration approx. 13 weeks interrupted by exam preparation and oral exam
  • Phase IIb: Exam preparation and practical demonstration part of the exam, duration approx. 3 weeks
  • Phase III: Profile-specific IT specialist training, duration approx. 12 weeks, at the end the written intermediate examination for the specialist qualification takes place
  • Phase IV: Final phase of the internship, duration approx. 13 weeks

    • Preparation of the project presentation
  • Phase V: Exam preparation and final oral examination

Examination procedure and content

The IHK examination is divided into the following areas:

  • Leadership and personnel management,
  • Operational IT processes and
  • Profile-specific IT specialist tasks

Leadership and personnel management

Two action-oriented, integrating situation tasks (per task min. 90 min., Total time max. 240 min.) Are processed. There is also a practical demonstration (max. 30 min. And 20 min. Preparation time) with the possible topics:

  • Preparing and conducting an interview or
  • Prepare and conduct an employee interview or
  • Prepare and carry out a training unit or
  • Preparation and implementation of an employee qualification, additional qualification to trainer according to the trainer suitability regulation (AEVO) [1] (see §21)

Operational IT processes

The test participants submit a proposal for a project to the IHK. The deadline for submission is specified by the Chamber of Industry and Commerce. The proposal is part of the written documentation. The examination board then conducts an individual target agreement discussion with the test participants and agrees on the type and scope of the documentation to be created with them on the work to be carried out. If the documentation to be provided at the Chamber of Commerce and Industry meets the requirements, the content must be presented to the examination board. The presentation should last at least 20 minutes and at most 30 minutes, using several media such as flipchart, Powerpoint or an overhead projector. The technical discussion follows the presentation. The presentation and the technical discussion should together last at least 60 minutes and at most 90 minutes. The technical discussion does not necessarily have to be about the project.

Profile-specific IT specialist tasks

Each further training profile has its “own” examination task here. This part of the exam consists of three case studies with a processing time of 150 minutes each, but a maximum of 540 minutes. A situation task is set in English, but can be answered in German.

Assess and pass

All examinations must at least be passed with a sufficient result, whereby the examination part operational IT processes has twice the weight compared to the other examination parts .

Examination parts Profile-specific IT tasks as well as leadership and personnel management :

  • The result is determined by the arithmetic mean of the point evaluations of the individual results.

If the practical demonstration of preparing and executing an employee qualification or preparing and executing a training unit has been successfully completed in personnel management and personnel management and the examination to become an operational professional has been passed overall, the instructor aptitude is fully proven.

Skill level

The German Qualifications Framework assigns the operational professional to EQF level 6 and evaluates the degree in terms of its level of aspiration as being equivalent to a specialist, master , state-certified technician , state-certified computer scientist or bachelor's degree.

The DQR is only indicative and does not influence university admission regulations. As an example, the University of Oldenburg only evaluates comparable IHK degrees in combination with their required degrees as a one to two semester part-time Bachelor degree course.

Companies and training participants do not rate the operational professional as being equivalent to a bachelor's degree. There is a spectrum of points of view among the educational providers who offer the degree, ranging from complete equivalence with the Bachelor's degree to the view that such equivalence is "not at all" given. Graduates, however, see better opportunities on the job market compared to a Bachelor's degree due to the greater practical relevance. Some universities also agree with this view. The situation is different with the opportunities for advancement, these are assessed as worse for the operational professional compared to the Bachelor. The universities describe the recognition of the degree for a master’s degree as wishful thinking and see the insufficient mathematical knowledge among graduates as the main obstacle.

The next level in the IHK advancement training system after the operational professional is the strategic professional .

An alternative is lateral entry into the academic system with a degree. According to a resolution of the Conference of Ministers of Education and Cultural Affairs on March 6, 2009, successful graduates of advanced training courses for which examination regulations according to § 53 , § 54 BBiG as well as §§ 42, 42a HwO exist and comprise at least 400 teaching hours (recommended scope according to the DIHK framework plan) receive the general University entrance qualification .

According GQF the operative professional is indeed politically equal value strength to the degree Bachelor , but not the same kind ig. Specifically, this means that the classification is for guidance only; Real equivalence is not given, since the operational professional is still only considered academically as a general university entrance qualification and at most some universities, especially technical universities , offer credit options for this. It is not possible to apply directly to a normal master’s degree as an operational professional; this is only possible for rare master’s degree programs that are specially tailored to the situation.

As of September 1, 2019, the Weserbergland University of Applied Sciences is offering a credit transfer course especially for people with an operational professional. In this way it is possible to have a university degree as a Bachelor of Science to achieve within two years by the Operative is credited Professional. This course of study was developed and tested in advance as part of a research project "Open IT" funded by the BMBF . A course leading to a Master of Science degree , which can be achieved after a further year and a half, is also being tested here . The Trier University of Applied Sciences offers a master’s degree for masters or comparable degrees with three years of relevant professional experience.
