State certified technician

from Wikipedia, the free encyclopedia

State-certified technician is a professional qualification in Germany .

In order to be allowed to use the protected state qualification , a corresponding advanced training at tertiary level must have been completed at a technical college and the final state examination must be passed. Most technical schools are state technical schools , but there are also private educational institutions that offer this further education.

A distinction must be made here that the qualifications for state-certified technicians are trained and tested according to a training and examination regulation designed by the state, while in the case of state-recognized technicians, the technical school itself creates the training and examination regulations, which are issued by the responsible school supervisory authority ( e.g. high school authority or state school authority) must be approved.

The qualifications for state-approved technicians are therefore technical college degrees that are obtained at private, state-approved technical schools (which are supplementary schools). They are to be equated with qualifications from state and private technical schools (which are substitute schools).

entry requirements

The following is required to attend a technical college in Germany:

  • Completed vocational training in the respective subject of at least two years and a subsequent relevant professional activity of at least one year (including training at least 4 years)
  • Vocational school diploma
  • As an alternative to the completed training, proof of seven years of qualified activity in a profession corresponding to the subject area can be sufficient as access authorization (also at least secondary school )
  • A job-related use in the Bundeswehr can be credited with a certificate from the BFD ( Vocational Promotion Service ).

Example: Regulation in Lower Saxony

The Lower Saxony Ordinance on Vocational Schools (BbS-VO) provides for the following admission requirements for the state technician examination:

  • Secondary qualification 1 / secondary school qualification or an equivalent educational qualification, the vocational school qualification or an equivalent educational level and a relevant professional training as well as a relevant professional activity of one year
    or
  • Secondary qualification 1 / secondary school qualification or an equivalent educational qualification, the vocational school qualification or an equivalent educational level and a relevant professional activity of seven years.

Duration, costs and funding

The advancement training comprises at least 2,400 teaching hours and can be full-time (2 years or 4 semesters) or part-time (at least 3 years or 6 semesters, depending on the subject and technical school but also 4 years or 8 semesters) as well as in the form of distance learning more flexible time management.

At state technical schools, advanced training may be free of charge, although these technical schools may incur training and examination fees of several hundred euros.

Especially in the full-time form, living costs arise which, due to the full-time education, can no longer be covered by the previous professional activity. There is therefore the possibility of funding through the Aufstiegs-BAföG in the form of a low-interest loan. Another possibility of funding is in the form of student BAföG , which (under certain circumstances) does not have to be repaid.

Training content

In addition to the subject-related training content of the respective subject, interdisciplinary teaching content that is important for everyday professional life is also conveyed. The specialist u. Focus-related content varies depending on the specialty of the technician.

Exemplary : The training content of the state-certified technician specializing in mechatronics with a focus on machine and system technology.

The following additional training courses are often offered:

State examination

The advanced training ends with a state examination , which at technical schools consists of four general, four subject-related subjects and project work (technical work) including a colloquium. The four subject-related subjects must cover the various focuses from the specialist training. In some federal states (e.g. Bavaria), since 2011 the four subjects can be chosen from a selection made by the technical school. Depending on the type of school (recognized or tested) and the region, several subject areas can be combined in a state examination paper. To pass the examination, at least sufficient must be achieved in each examination subject ; If the performance is insufficiently graded 5.0, an oral re-examination will follow in this subject. In some federal states (e.g. Bavaria), the preliminary grades from the previous years of training are not included in the examination result for state-certified technicians. They are then only decisive for admission to the examination. In this case, an examination must be taken in all subjects. The forms of examination, like the subject-related subjects offered, are not uniform across the country and are co-determined by the technical school management of each technical school.

The technical training courses and exams are regulated by the individual federal states in their school and technical school regulations on the basis of the national framework agreement on technical schools .

Project work

According to the framework agreement on technical schools , part of the state examination can be project work (also called technical work ). Since a technician has to write or present technical reports and project reports in professional practice, the technical schools usually insist on such work. The amount of time required varies from approx. 160 - 240 hours.

The project work can either include a theoretical (preliminary study, concept, etc.) or a practical elaboration (e.g. development of a new product, introduction of a QMS , development of a new process).

In the project work, all necessary calculations and decisions must be comprehensively and clearly documented (as a rule, three written copies of the project work documentation must be submitted). The project work must be presented in front of the state examination board (this is usually done in a public event, to which interested parties from industry and crafts have access). This is followed by the (non-public) colloquium. Here the project work has to be defended before the state examination board. The project grade is listed in the final certificate, and depending on the federal state, the project topic as well.

General university entrance qualification

According to a resolution of the Conference of Ministers of Education and Cultural Affairs of March 6, 2009, holders of degrees from technical schools receive general university entrance qualifications in accordance with the framework agreement on technical schools of the Conference of Ministers of Education .

International classification

State-Certified Engineer or State-certified technical engineer

The professional title " State-certified technician " awarded by state technical schools is translated as " State-certified engineer or State-certified technical engineer " for better classification outside Germany . By defining the official language German, only the German professional title is legally binding in Germany. The English translation " State-Certified Engineer or State-certified technical engineer " is and may be used when translating the German professional title from state technical schools. The English translation has no legal validity, only an official technical school certificate with the award of the professional title " State-certified technician " is legally valid.

Skill level

In order to be able to classify the acquired competence level in the European Union and also in Germany , the state-certified technician was assigned to level 6 on January 31, 2012 as part of the creation of the European and German qualification framework EQR / DQR . This means that the degrees of state-certified technician , master craftsman , Bachelor and graduate engineer (FH) are on the same level.

The Association of German Engineers (VDI) published a position paper on this matter , which shows that the degrees technician, bachelor and master craftsman correspond to the same level of competence, but are not identical . According to the VDI, the competencies of bachelor graduates, state-certified technicians and masters differ considerably. According to the VDI, the classification of bachelor, technician and master should not be misunderstood in such a way that they could perform the same activities. On the other hand, after a long period of employment and further training with technicians and college students, the similarity is confirmed.
