Üngör was born in 1880 in the Istanbul district of Üsküdar, the son of a sugar trader. His grandfather was the well-known Ottoman musician at the Sultan's court, Santuri Hilmi Bey. After graduating from Beşiktaş Military Academy, he was accepted into the Music Academy of the Ottoman Sultan's Orchestra in 1891 at the age of eleven, where he quickly attracted the attention of his teachers, but also of Sultan Abdülhamit II . He soon received lessons from the chief violinists Vondra Bey and d'Aradna Pascha.

After his training, Üngör first became a violinist in the orchestra, then first violinist and finally, in 1917, conductor. Üngör also gave lessons in music classes at the Istanbul boys' high school and gave weekly public concerts at the Union française. He also conducted in Vienna , Berlin , Dresden , Munich , Budapest and Sofia .

Üngör became known in 1922 with the composition of the melody of the Turkish national anthem, the text of which was written by Mehmet Akif Ersoy and the orchestral version by Edgar Manas . Soon he became chief conductor of Cumhurbaşkanlığı Senfoni Orkestrası in Ankara.

Üngör was a key figure in founding the Musiki Muallim Mektebi, the forerunner of today's State Conservatory at Hacettepe University, and was its director from 1924 to 1934. During this time he was very committed to laws that guarantee gifted students funding from the state and secure a scholarship to study abroad.

After his retirement in 1934, Üngür lived in the Maçka Palas in Istanbul and died there in 1958 at the age of 78. The government granted his last wish to play İstiklâl Marşı at his grave. After Ersoy, he was only the second personality in the history of Turkey to have the national anthem played at their burial. Üngör was buried in the Karacaahmet cemetery in Üsküdar.
