action

Five years after Kato murdered Sekiuchi : Two police officers investigate the recovery of bodies from a car found at the bottom of a harbor and suspect that the find may have something to do with a government scandal. Although the two police officers' suspicions are correct, their superiors do not want the case to be made public. Thanks to Kato, now the yakuza leader of the Sanno-kai himself, the yakuza are doing more legal business and are involved in politics. The police think that the Sanno-kai has too much power and therefore want to crush him. The corrupt policeman Kataoka is trying to start a war between the Sanno-kai and the Hanabishi-kai from western Japan. For this he uses Otomo, who ended up in the maximum security prison five years ago after the incidents and is believed to be dead outside. Kataoka ensures that Otomo's prison term is shortened and gets him out of prison in order to turn the leaders of the Sanno-kai against each other.

With the help of the Hanabishi-kai, Otomo starts a bloody campaign of revenge against the Sanno-kai in retaliation for his former arrest. In the end, Kato is forced to retire and shortly thereafter is ambushed and murdered by Otomo.

Eventually, Otomo goes to a funeral that also includes some of his dead Yakuza brothers. In front of the cemetery he meets Kataoka, who is searching Otomo for weapons. Kataoka finds that Otomo is unarmed and hands him a weapon. Otomo, realizing that Kataoka was responsible for the deaths of his Yakuza brothers, takes the gun and shoots Kataoka with it.
