Paul Collier (economist)
Sir Paul Collier CBE (born April 23, 1949 ) is a British economist .
Life
Paul Collier comes from a German family of emigrants. His grandfather Karl Hellenschmidt had moved to Bradford from Ernsbach . During the First World War, his wife was almost lynched by an anti-German mob . Karl Hellenschmidt Jr., Paul Collier's father, then changed his name to Charles Collier. Paul Collier grew up in Sheffield and studied economics at the University of Oxford .
Collier is Professor of Economics and Director of the Center for African economies at the Blavatnik School of Government of the University of Oxford . He is a fellow of St Antony's College . Before that he was head of the research department at the World Bank . He is one of the leading experts on the African economy and the economies of developing countries .
Since 2008 he has been Commander of the Order of the British Empire . In 2013, Collier received the A.SK Social Science Award from the Berlin Science Center for Social Research . In 2014 he was knighted. In 2017 he was elected a member of the British Academy . For his book Social Capitalism! he received the German Business Book Prize in 2019 .
For his book Exodus: Immigration and Multiculturalism in the 21st Century (2013), Collier researched the economic and social consequences of migration . He advocates less and more selective immigration from developing countries to Europe and the USA and refers in particular to the research by Robert Putnam on social fragmentation as a result of a lack of mutual trust between the inhabitants of a country. A lack of mutual trust also prevents the emergence of effective organizations and productive economic structures in many developing countries, especially in Africa. In his book he explains:
“Trust is necessary for long-term cooperation [...] With a high level of trust, people work better together and the social costs of cooperation are lower, since fewer coercive measures are required. Social norms are just as important as formal institutions. "
Most migrants would flee from countries with non-functioning social models and little social and institutional trust capital. They bring this deficiency with them to the countries of immigration and thus increase the social costs of integration. Still, Collier advocates the legalization of the residence of illegal immigrants, especially in the USA.
Together with Anke Hoeffler, he published articles on the causes of civil wars in Africa, which they see in particular in the possibility of enrichment ( greed-and-grievance approach) rather than in religious, political or ethnic oppression.
With regard to the refugee crisis in Europe from 2015 , Collier assigns Angela Merkel sole blame.
