Paul Martin Rühlmann (born November 4, 1875 in Dehnitz near Wurzen , † October 9, 1933 in Berlin ) was a German history teacher, ministerial official and textbook author. He introduced the term political education in Germany.

Rühlmann studied history, geography and political science in Dresden, where he became a member of the Landsmannschaft Saxonia Dresden (today Landsmannschaft Hansea auf dem Wels ) in the 1900 summer semester . After receiving his doctorate in Leipzig in 1902 on a Saxon topic from the Napoleonic era, he began teaching in Leipzig . In 1908 the young national liberal politician wrote a book in which he was one of the first Germans to call for a subject in political education in schools. Together with Fritz Friedrich , he founded the journal Past and Present (VuG) in 1911 , which in 1913 became the association journal of the Association of German History Teachers . Rühlmann was the association's treasurer until 1923. Due to differences with Fritz Friedrich, he left the VuG editorial team at the end of 1922. He emerged as the editor of historical sources for school lessons at the Teubner Verlag Leipzig and wrote historical didactic essays on the use of sources in history lessons , which was still innovative at the time. In 1915 he received the title of professor, in 1917 he became a ministerial official of the Reich government. From 1920 he headed the private German School of Politics in Berlin.

After 1918 he emphasized the great importance of political education for the cohesion of a nation, as France has just demonstrated. Rühlmann was free from chauvinism . In 1920, at the Reich School Conference, alongside Gustav Radbruch, he gave the basic presentation on political education as civic education , a requirement of the Weimar Constitution in Article 148. In the Weimar Republic he was a leading representative of historical and political education. In contrast to most history teachers of the time, he stood up for the democratic state.
