Pawan Kumar Chamling ( Nepali पवन कुमार चाम्लिङ ; born September 22, 1950 in Yangang , Sikkim ) is an Indian politician. From December 12, 1994 to May 27, 2019, he was Chief Minister of the Indian state of Sikkim and when he left, he was the longest ruling Chief Minister in India at 24 years and 5 months in office.

biography

Pawan Chamling was born in South Sikkim in 1950 to Ashbahadur and Asharani Chamling. At that time Sikkim was still a kingdom and an Indian protectorate. Chamling's mother tongue is Nepali and he is Hindu . He attended school in his home town and then initially worked as a farmer. He acquired his further education through self-study. He is married and has four daughters and four sons.

From 1973 onwards, Chamling became politically active when there were major political upheavals in Sikkim, which ultimately led to the abolition of the monarchy and the annexation to India in 1975. Chamling was initially active in the regional party Sikkim Prajatantra Congress ("Democratic Congress of Sikkim"), whose party leader he was from 1978 to 1984. In 1984 he moved to Sikkim Sangram Parishad (SSP) and was elected to the 32-member parliament of Sikkim in 1985 and 1989 as a member of the SSP in constituency 13-Damthang . From 1989 to 1992 he served as Minister of Industry, Information and Public Relations in the Sikkim government. In 1992 there was a conflict with the SSP leadership, which was perceived as autocratic and undemocratic. Chamling resigned from the government and the SSP, and on March 4, 1993 founded his own party, the Sikkim Democratic Front (SDF), of which he has been party president since then.

The 1994 parliamentary election in Sikkim was won by the SDF and Pawan Chamling was sworn in as the new Chief Minister on December 12, 1994. The following elections to the parliament of Sikkim in 1999, 2004, 2009 and 2014 were also won by the SDF, each with a clear majority, and Chamling was repeatedly confirmed in office as Chief Minister. He is considered a relatively popular and successful Chief Minister. Of the states in northeast India , Sikkim is by far the most peaceful domestically. In the years 2004 to 2012 Sikkim achieved an average annual economic growth of 12.6%. As head of government, Chamling has placed particular emphasis on environmental policy and sustainable development for several years . On February 27, 2006, the government of Sikkim launched a State Green Mission initiative aimed at promoting reforestation, greening and recultivation of wasteland. In 2003 the government decided to convert agriculture entirely to organic farming . At the end of 2015, the achievement of this goal was announced and Sikkim was declared an Organic State .

On April 29, 2018, he took over the record of the longest-ruling Chief Minister of an Indian state from Jyoti Basu .

In addition to his political activities, Chamling has also become active as a writer in the Nepalese language. He published several volumes of poetry and political writings and was temporarily editor of a literary magazine. Some of his works have also been translated into English and Hindi . He has received several awards for his literary and political activities, including the 1997 Bharat Shiromani Prize for the national integration and democratization of the state of Sikkim.

The parliamentary elections in India 2019 , as well as the parliamentary election in Sikkim, which will take place at the same time on April 11, 2019, were lost for the SDF. It won 15 of the 32 constituencies, while the opposition Sikkim Krantikari Morcha won 17 constituency seats . This means that Pawan Chamling's term of office ended on May 27, 2019. In total, he had been Chief Minister of Sikkim for 24 years, 5 months and 15 days.
