The Peñablanca Protected Landscape & Seascape is a protected landscape area on the island of Luzon in the Philippines . It covers an area of ​​118,781.58 hectares and is located in the province of Cagayan , in the territory of the municipality of Peñablanca . It was established on October 6, 2003 by Presidential Decree No. 484.

The Peñablanca Protected Landscape & Seascape is located in the mountains of the Sierra Madre , approx. 35 km northeast of Tuguegarao , and extends to the summit region of the 1,833 meter high Mount Cetaceo. There is flat rainforest up to an altitude of 900 meters; Above it, there is mountain rainforest, which extends to the summit regions. Between the closed forests there are areas with bamboo forests, heather and grassland. The rainforests have so far been little affected by humans; nomadic aetas live in the area. It is one of the northern nature reserves in the Sierra Madre Biosphere Corridor.

In the reserve there are occurrences of the short-nosed bat Otopteropus cartilagonodus , the Philippine pustular pig , the endemic palanan shrew rat ( Archboldomys musseri ) and the Philippine deer . From the avifauna worth mentioning are the Philippine Eagle ( Pithecophaga jefferyi ), the Philippine Eagle-Owl ( Bubo philippensis ), the Kochpitta ( Pitta kochi ), the Isabellpirol ( Oriolus isabellae ), the Manila-Papageiamadine ( Erythrura viridifacies ), the Luzonrötel ( Rhyacornis bicolor ) and various Types of fruit pigeons and kingfishers .

Parts of the archaeological excavation sites in the Cagayan Valley are in the area of ​​the nature reserve . The oldest remains of modern man in the Philippines were found in the Callao Cave and are approximately 67,000 years old. The archaeological sites are since 2006 on the proposed list of the Philippines for inclusion on the World Heritage List of UNESCO .
