The craftsman's son attended the business school in Temesvár (German Timisoara ) and then studied in Szeged , Budapest and Vienna . He first became a bank clerk , but gave up this profession in 1928 and founded the "Schwowische" (High German Banatschwäbische ) weekly newspaper Pollerpeitsch . Winter's wife Barbara (née Rausch ), whose father owned substantial agricultural holdings, contributed a large part of the start-up capital for the publishing project . The sons Heinz and Norbert came from the marriage.

Winter traveled to the Banat under the pseudonym Tanielpheder and was mostly present himself at the main event in the Banat villages, the "Kerwei" (high German parish fair ). Due to his closeness to the reader, many village events were reported to him, which he published in his newspaper as a detailed description of everyday life and customs in a humorous way. Winter chose the pseudonym based on the family tradition of naming the eldest son Daniel , in Banat dialect Taniel . In combination with his own first name, the pseudonym "Tanielpheder" was created. At the same time as the “Pollerpeitsch”, Winter published the “Pollerpeitsch Kuhlener”, a peasant calendar adapted to the course of the year. A collection of anecdotes was also published in 1928 under the title “G'schichte vun die korzi Ele un vun die long Woche”.

Winter, who had been convicted of “communist activities” in Romania during the Nazi era, was banned from writing by the communist leadership of the country in 1945 and had to stop publishing the magazine in August of that year. He later moved to Germany and died in the Black Forest in 1985.
